3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH J. A. RIGGS TRACTOR COMPANY, DB/A
5 RIGGS CAT, IN AN AMOUNT NOT TO EXCEED ONE MILLION, ONE
6 HUNDRED SEVENTY-SEVEN THOUSAND,SEVEN HUNDRED THIRTY-
7 ONE AND 22/100 DOLLARS ($1,177,731.22), PLUS APPLICABLE TAXES
8 AND FEES, UTILIZING FUTURE BOND FUNDS PROCEEDS
9 SUPPORTED BY THE WASTE DISPOSAL FUND REVENUES, TO
10 PURCHASE ONE (1) NEW CATERPILLAR D6 TRACK BULLDOZER,
11 ONE(1)NEW CATERPILLAR 950 GC WHEEL LOADER,&ONE(1)NEW
12 CATERPILLAR 265 COMPACT TRACK LOADER BY THE CITY'S
13 FLEET SERVICES DEPARTMENT FOR USE BY THE PUBLIC WORKS
14 DEPARTMENT'S SOLID WASTE COLLECTIONS DIVISION; AND FOR
15 OTHER PURPOSES.

17 WHEREAS,the City's Fleet Services Department has a need to acquire one (1) new Caterpillar D6
18 Track Bulldozer, one(1)new Caterpillar 950 GC Wheel Loader, & one (1)new Caterpillar 265 Compact
19 Track Loader to replace older, high mileage vehicles in the City's Fleet vehicle inventory that require
20 costly maintenance; and,
21 WHEREAS, pursuant to Little Rock,Ark. Resolution No. 16,603 (February 18, 2025), as amended,
22 vendor selection of J.A. Riggs Tractor Company, doing business as Riggs CAT, for this multi-piece heavy
23 equipment purchase was made utilizing Sourcewell Contract Nos. 011723 and 020223;and,
24 WHEREAS, the funds for this multi-piece Caterpillar heavy equipment purchase are from future
25 anticipated 76b 6 9bonds supported by the Waste Disposal Fund revenues and paid over the useful
26 life of the assets,or from other funds to be identified by the City; and,
27 WHEREAS,the total cost to purchase these three(3)new Caterpillar heavy equipment vehicles is One
28 Million, One Hundred Seventy-Seven Thousand, Seven Hundred Thirty-One and 22/100 Dollars
29 ($1,177,731.22)per the vendor's quote attached hereto as Exhibit A.
30 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS;
32 Section 1. The City Manager is authorized to enter into a contract with J.A. Riggs Tractor Company
33 in the amount of One Million, One Hundred Seventy-Seven Thousand, Seven Hundred Thirty-One and

1 22/100 Dollars($1,177,731.22)plus applicable taxes and fees,utilizing future bond funds,to purchase one
2 (1) new Caterpillar D6 Track Bulldozer, one (1) new Caterpillar 950 GC Wheel Loader, & one (1) new
3 Caterpillar 265 Compact Track Loader.
4 Section 2. Funds for this expenditure will be available from future bonds supported by the Waste
5 Disposal Fund revenues and paid over the useful life of the assets which will be available in Public Works
6 Operating Account No. 603110-72300,or from other funds to be identified.
7 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 resolution.
12 Section 6.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
13 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
