Home My WebLink About22829 1 ORDINANCE NO. 22,829 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 SOLE-SOURCE CONTRACT WITH LEADSONLINE, LLC, IN AN 6 AMOUNT NOT TO EXCEED SEVENTY-THREE THOUSAND, THREE 7 HUNDRED, AND FORTY-FIVE DOLLARS ($73,345.00), PLUS 8 APPLICABLE TAXES AND FEES, FOR THE ONE (1)-YEAR RENEWAL 9 OF THE LEADSUITE INVESTIGATIONS SYSTEM, FORMERLY REAL 10 TIME CRIME INVESTIGATION SYSTEM, A UNIFIED LAW 11 ENFORCEMENT INVESTIGATIVE INTELLIGENCE RECORD 12 MANAGEMENT SYSTEM UTILIZED BY LRPD'S MAJOR CRIMES 13 DIVISION; TO DECLARE AN EMERGENCY; AND FOR OTHER 14 PURPOSES. 15 16 WHEREAS, Little Rock,Ark., Ordinance No. 18,952 (October 7, 2003) was incorporated into City 17 Code 17-178;and, 18 WHEREAS, City Code 17-178 requires all Pawnbrokers, Secondhand Dealers and Scrap Metal Yards 19 to comply with online reporting of transactions and Arkansas State Statute 12-12-103, codified in 2020, 20 requires electronic database record retention; and, 21 WHEREAS, the unified law enforcement investigative intelligence record management system 22 database from LeadsOnline,LLC is a single-source collection point for information used in the pawn broker 23 and resale industry that the City's Police Department utilizes for real time intelligence gathering, location 24 and recovery of stolen property,missing person and suspects searches; and, 25 WHEREAS,the renewal of the existing LeadsOnline contract for LeadSuite Investigations System, 26 formerly Real Time Crime Investigation System, is expired and must be renewed to continue access to this 27 vital investigative tool. 28 WHEREAS, LRPD sought and obtained a competitive requirement exemption approval under 29 Exemption No.26(b)due to the renewal of LeadSuite Investigations System proprietary software access. 30 WHEREAS,per the vendor's quote attached hereto as Exhibit A,the cost to renew LeadSuite database 31 access for a one(1)-year term is Seventy-Three Thousand,Three Hundred Forty-Five Dollars($73,345.00). 32 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 33 OF LITTLE ROCK,ARKANSAS: ]Page 1 of3] 1 Section 1.The Board of Directors authorizes the City Manager to enter into a sole-source contract with 2 LeadsOnline, LLC, in an amount not to exceed Seventy-Three Thousand, Three Hundred Forty-Five 3 Dollars ($73,345.00), including applicable taxes and fees, for LeadSuite Investigations System database 4 access for a term of one(1)year. 5 Section 2. Funds for this purchase are allocated in Little Rock Police Department Account No. 105201- 6 61350. 7 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 8 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 9 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the 10 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution. 11 Section 4. Repealer.All laws, ordinances, resolutions, or parts of the same that are inconsistent with 12 the provisions of this ordinance are hereby repealed to the extent of such inconsistency. 13 Section 5. Emergency Clause.
