3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 ANY NECESSARY GRANT APPLICATION AND AWARD
5 ADMINISTRATION DOCUMENTS WITH THE NEA FOUNDATION FOR
6 IMPROVEMENT OF EDUCATION, TO RATIFY THE CITY'S
7 APPLICATION AND ACCEPTANCE OF TWO HUNDRED SEVENTY-
8 FIVE THOUSAND DOLLARS ($275,000.00) IN SOUTHERN REGIONAL
9 ALLIANCE FOR COMMUNITY SCHOOLS PROGRAM FUNDING, FOR
10 THE CONTINUATION OF THE COMMUNITY SCHOOLS MODEL
11 INITIATIVE ACROSS EIGHT (8) LITTLE ROCK SCHOOL DISTRICT
12 SCHOOL CAMPUSES; AND FOR OTHER PURPOSES.

14 WHEREAS, since August 2020, the City of Little Rock ("City") and Little Rock School District
15 ("LRSD") have participated in The Southern Regional Alliance for Community Schools, a partnership
16 among Arkansas, Louisiana, and Mississippi educators, advocates, organizers, parents, policymakers and
17 public officials to implement the Community Schools Initiative; and,
18 WHEREAS,the City and the Little Rock School District have worked toward the goal of implementing
19 the community schools model as a powerful and proven strategy for educational equity by closing
20 educational opportunity gaps through financial investment in student education and community
21 involvement through the use of schools as community hubs;and,
22 WHEREAS,on August 30, 2022,the City entered into a Grant Agreement with the NEA Foundation
23 for the Improvement of Education for grant funding to implement the Community Schools Initiative in
24 Little Rock School District campuses across the City;and,
25 WHEREAS,the City has been a NEA Foundation grant recipient annually since 2022 and desires to
26 ratify the 2026-2027 application and acceptance of Two Hundred Seventy-Five Thousand Dollars
27 ($275,000.00)in grant funding from The NEA Foundation for the continuation of the Community Schools
28 Initiative for the 2026-2027 school year;and,
29 WHEREAS, per the terms of the City's subsequent Subaward Agreement with Little Rock School
30 District,One Hundred and Ninety-One Thousand Dollars($191,000.00)in NEA Foundation Grant funding
31 will be utilized as follows across eight(8)Little Rock School district campuses:
32 • Eighty-Two Thousand Dollars($82,000.00)to fund LRSD Social Workers salaries;

1 • Seventy-Five Thousand Dollars($75,000.00)to fund the Community Schools Coordinator salary;
2 and,
3 • Thirty-Four Thousand Dollars ($34,000.00)to fund the Future Smiles Dental Clinic at Wakefield
4 Elementary School.
5 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
6 OF LITTLE ROCK,ARKANSAS;
7 Section 1. The City Manager is hereby authorized to execute any necessary application and award
8 administration documents with the NEA Foundation for the Improvement of Education and a subaward
9 agreement with Little Rock School District,to ratify the City's application and acceptance of Two Hundred
10 Seventy-Five Thousand Dollars ($275,000.00) in grant funding, to subsidize the continuation of the
11 Southern Regional Alliance for Community Schools partnership for the Community Schools Model
12 Initiative across eight (8) Little Rock School District School campuses, and to enter into any other
13 necessary, related agreements. The subsequent subaward agreement for the Community Schools Imitative
14 with Little Rock School District shall be in the amount of One Hundred and Ninety-One Thousand Dollars
15 ($191,000.00).
16 Section 2. NEA Foundation grant funds are allocated in NEAF Community Schools 26-27 Account
17 No. 270159 G15F262.
18 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
19 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
20 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
21 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
22 resolution.
23 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
24 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
