3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH BELFOR PROPERTY RESTORATION 2 IN
5 AN AMOUNT NOT TO EXCEED ONE HUNDRED SEVENTY-TWO
6 THOUSAND ONE HUNDRED SEVENTY-ONE DOLLARS AND 51/100
7 ($172,171.51), FOR RESTORATION AND REMEDIATION SERVICES AT
8 LITTLE ROCK FIRE STATION;AND FOR OTHER PURPOSES.

10 WHEREAS,the City of Little Rock,Arkansas(the"City"),operates Fire Station 2 to provide fire
11 protection and emergency response services to the citizens of Little Rock;and,
12 WHEREAS, on July 15, 2026, at approximately 7:00 p.m.,a kitchen fire occurred at Fire Station
13 2, resulting in damage to the kitchen and related areas of the facility; and,
14 WHEREAS, restoration and remediation services are necessary to repair the damage caused by
15 the fire and to return Fire Station 2 to good working order;and,
16 WHEREAS, pursuant to applicable provisions of the Arkansas Code and the City's procurement
17 requirements governing emergency purchases,the City is authorized to obtain necessary goods and services
18 on an emergency basis when immediate action is necessary to protect public health, safety, or welfare, or
19 to protect public property;and,
20 WHEREAS, the City obtained quotes for the required restoration and remediation services and
21 determined BELFOR Property Restoration has the expertise and resources necessary to provide the required
22 restoration and remediation services, including restoration of the kitchen and affected areas of Fire Station
23 2; and,
24 WHEREAS, it is in the best interest of the City to authorize the City Manager to enter into a
25 contract with BELFOR Property Restoration for the necessary restoration and remediation services at Fire
26 Station 2 in an amount not to exceed One Hundred Seventy-Two Thousand One Hundred Seventy-One and
27 51/100($172,171.51)
28 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
29 CITY OF LITTLE ROCK,ARKANSAS:
30 Section 1.The City Manager is hereby authorized to enter into a contract with BELFOR Property
31 Restoration for restoration and remediation services at Little Rock Fire Station 2, including the restoration
32 of the kitchen and other affected areas necessary to return the facility to good working order in an amount
33 not to exceed One Hundred Seventy-Two Thousand One Hundred Seventy-One and 51/100($172,171.51)

1 Section 2. Funding for the contract and associated restoration and remediation services shall be
2 provided through available insurance proceeds and Act 833 funds,Account No. 210519-S00B250, subject
3 to applicable City accounting and procurement requirements.
4 Section 3.The City Manager is authorized to execute such documents and take such actions as are
5 reasonably necessary to effectuate the purposes of this resolution, provided that the terms of the contract
6 are consistent with the authorization granted herein and applicable law.
7 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
8 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
11 resolution.
12 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
13 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
14 Section 6. Emergency clause. The immediate restoration and remediation of Fire Station 2 is
15 necessary due to fire damage sustained by the facility on July 15, 2026. Immediate action is required to
16 protect City property,prevent further damage, restore the facility to a safe and functional condition, and
17 minimize disruption to essential fire protection and emergency response services. Therefore, an emergency
18 is hereby declared to exist,and this Resolution shall be in full force and effect immediately upon its adoption
