3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO COMPETITIVELY BID; TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A SOLE SOURCE CONTRACT WITH PERATON
6 REMOTEC, INC., FOR THE PURCHASE OF REPLACEMENT PARTS,
7 CONTROLLER UPGRADES, AND RELATED SERVICES FOR THE
8 LITTLE ROCK FIRE DEPARTMENT'S BOMB SQUAD ROBOT; TO
9 DECLARE AN EMERGENCY;AND FOR OTHER PURPOSES.

11 WHEREAS,the Little Rock Fire Department("LRFD")utilizes a Bomb Squad robot as a critical
12 component of its public safety and explosive ordnance disposal operations, providing officers with the
13 capability to safely assess, investigate, and respond to hazardous devices and other dangerous incidents
14 while minimizing risk to personnel and the public;and,
15 WHEREAS, the continued operational readiness and reliability of the Bomb Squad robot is
16 essential to the LRFD's ability to carry out its emergency response and homeland security missions; and,
17 WHEREAS, the LRFD has determined that replacement parts, controller upgrades, software
18 upgrades,and repair services are necessary to maintain the Bomb Squad robot in proper working order and
19 to ensure continued compliance with the manufacturer's specifications; and,
20 WHEREAS, the LRFD obtained a Sole Source Justification from Peraton Remotec, Inc.,
21 establishing that the required replacement parts, components, software upgrades, and repair services are
22 proprietary to the manufacturer and are specifically designed for the make and model of the Bomb Squad
23 robot; and,
24 WHEREAS,Peraton Remotec,Inc.,as the original equipment manufacturer,is the only authorized
25 source capable of providing the compatible proprietary parts, software, controller upgrades, and technical
26 services necessary to preserve the robot's operational integrity,reliability,and manufacturer specifications;
27 and,
28 WHEREAS, because the required equipment and services are available only from Peraton
29 Remotec, Inc.,competitive bidding is impractical and unfeasible.
30 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
31 CITY OF LITTLE ROCK,ARKANSAS:
32 Section 1. The Board of Directors finds that, because the replacement parts, controller upgrades,
33 software upgrades,and related repair services required for the Little Rock Fire Department's Bomb Squad

1 robot are proprietary and available only from the original equipment manufacturer,Peraton Remotec,Inc.,
2 competitive bidding is impractical and unfeasible.
3 Section 2. The City Manager is authorized to enter into a sole source contract with Peraton
4 Remotec, Inc. in an amount not to exceed Forty-Six Thousand Eight Hundred Sixty-Six Dollars
5 ($46,866.00),plus any applicable taxes and fees,for the purchase of replacement parts,controller upgrades,
6 software upgrades, and related services necessary to maintain the operational readiness of the Little Rock
7 Fire Department's Bomb Squad robot.
8 Section 3. Funding for this purchase is allocated in the 2023 Homeland Security Grant(Account
9 Number 270519).
10 Section 4.Severability. In the event any title, section,paragraph, item,sentence, clause phrase,or
11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
12 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
13 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
14 ordinance.
15 Section 5.Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
16 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
17 Section 6. Emergency Clause. Unless the provisions of this ordinance are put into effect
18 immediately, the public health,safety and welfare of the citizens of Little Rock,Arkansas, will be adversely
19 affected; therefore, an emergency is hereby declared to exist, and this ordinance shall be in full force and
20 effect from and after its passage.
