3 A RESOLUTION TO IMPLEMENT PLANS FOR CITY INVOLVEMENT
4 IN THE I-30 CROSSING PROJECT; TO AUTHORIZE THE CITY
5 MANAGER TO EXECUTE ANY NECESSARY GRANT APPLICATION
6 AND AWARD DOCUMENTS TO,ACCEPT A POTENTIAL ONE MILLION
7 DOLLARS ($1,000,000.00) GRANT AWARD FROM THE ARKANSAS
8 DEPARTMENT OF PARKS, HERITAGE, AND TOURISM 2026
9 OUTDOOR RECREATION GRANTS PROGRAM, A REIMBURSABLE
10 FIFTY-FIFTY (50/50) GRANT FUNDING PROGRAM, WHICH WOULD
11 REQUIRE THE CITY TO COVER THE FULL PROJECT COST
12 UPFRONT AND BE REIMBURSED ONLY HALF OF THE ELIGIBLE
13 EXPENSES UP TO THE AWARD AMOUNT, FOR COST ACCRUED
14 DURING BUDGETED TWO MILLION DOLLAR($2,000,000.00) FUTURE
15 DEVELOPMENT OF THE I-30 CROSSING PARK AREA BASED ON THE
16 I-30 CROSSING MASTERPLAN DEVELOPED BY SASAKI
17 ASSOCIATES; AND FOR OTHER PURPOSES.

19 WHEREAS,in order for the City to realize the full development of the I-30 Crossing Park Masterplan
20 as initially designed by Sasaki Associates and pending completion of the final Masterplan,reimbursement
21 grant funding for qualified project expenses is being sought from the Arkansas Department of Parks,
22 Heritage,and Tourism's 2026 Outdoor Recreation Grants Program to partially fund further development of
23 the 1-30 Crossing Park area per the final 30 Crossing Masterplan developed by Sasaki Associates as funded
24 by the Bezos Earth Fund donation to the Little Rock Chamber of Commerce;and,
25 WHEREAS, it is the recommendation of the Little Rock Parks and Recreation Department and the
26 Grants Division of the Finance Department that the City to apply for and accept up to One Million Dollars
27 ($1,000,000.00) in potential grant funding from the Arkansas Department of Parks,Heritage, and Tourism
28 2026 Outdoor Recreation Grants Program,which will be utilized to further realize the full development of
29 the I-30 Crossing Park Masterplan;and,
30 WHEREAS, because the Outdoor Recreation Matching Grant is a reimbursable Fifty-Fifty (50/50)
31 program, if the City is awarded Arkansas Department of Parks, Heritage, and Tourism 2026 Outdoor
32 Recreation Grants Program funds,the City must be prepared to cover the full project cost of Two Million

1 Dollars ($2,000,000.00) upfront and provide an equal match to the desired grant amount of One Million
2 Dollars($1,000,000.00).
3 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK,ARKANSAS;
5 Section 1. The City Manager is hereby authorized to execute any necessary application and award
6 documents with the Arkansas Department of Parks, Heritage, and Tourism, to apply for and if awarded
7 ultimately accept One Million Dollars ($1,000,000.00) in 2026 Outdoor Recreation Grants Program
8 funding for use to reimburse the City for half the qualified expenses accrued during further development of
9 I-30 Crossing Park area.
10 Section 2. The City's match funds for this Two Million Dollar Project will be drawn from are in Parks
11 & Recreation CI Bonds Account No. 332459-B45D004-2022A.
12 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
16 resolution.
17 Section 4.Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
18 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
