HomeMy WebLinkAbout22814 1 ORDINANCE NO.22,814 2 3 AN ORDINANCE TO APPROVE THE APPLICATION OF MEECHIE'S 4 PRIVATE CLUB AND LOUNGE LOCATED AT 617/619 SPRING STREET, 5 LITTLE ROCK, ARKANSAS, FOR OPERATION AS A PRIVATE CLUB 6 PERMIT. TO COMPLY WITH ARK. CODE ANN. § 3-9-222(a)(1); TO 7 DECLARE AN EMERGENCY;AND FOR OTHER PURPOSES. 8 9 WHEREAS,on May 14, 2026, a Conditional Use Permit for an Event Center on 617/619 Spring 10 Street was approved by the Planning Commission to operate under the conditions of the Staff Report; 11 and, 12 WHEREAS, Meechie's Private Club and Lounge, located at 617/619 Spring Street, Little 13 Rock, Arkansas, 72201, seeks to obtain a permit to operate as a private club as defined by and in 14 compliance with the Arkansas Beverage Control Division ("ABC") Rules and Regulations and 15 Arkansas Statutes; and, 16 WHEREAS, such a use for this property is within the exclusive jurisdiction of the City of 17 Little Rock and previously approved for such use through a UU, Urban Use District, zoning 18 designation; and, 19 WHEREAS, Act 1112 of 2017, codified at Ark. Code Ann. § 3-9-222(a)(I), as may be 20 amended, requires applicants for a Private Club License, as defined by the Arkansas Alcohol 21 Beverage Control Division,to obtain approval of the governing body of the City or County where 22 the private club is to be located to follow the statutory process. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK,ARKANSAS: 25 Section 1. Pursuant to Act I 112 of 2017, as may be amended, the City of Little Rock, 26 Arkansas, approves the action of Meechie's Private Club and Lounge to follow the statutory 27 process to file a Private Club Application with the Department of Finance and Administration, 28 Alcoholic Beverage Control Division, for the location at 617/619 Spring Street, Little Rock, 29 Arkansas, 72201. 30 Section 2.A copy of this ordinance may be provided to the ABC Division of the Arkansas 31 Department of Finance and Administration as evidence that the City Governing Body has 32 authorized such a use within this zoning classification. [Page 1 of 2] 1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, 2 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such 3 declaration or adjudication shall not affect the remaining portions of the ordinance which shall 4 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional 5 was not originally a part of the ordinance. 6 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this 7 ordinance is hereby repealed to the extent of such inconsistency. 8 Section 5. Emergency Clause. The necessity of appropriate procedures to follow in 9 order to obtain a permit for the sale of alcoholic beverages that comply with state statutes and 10 regulations,and which is stated in a way acceptable to the ABC,is essential to the public health, 11 safety and welfare, because it provides a means for the ABC to undertake its appropriate 12 enforcement administrative, permitting duties: this ordinance cannot proceed until such 13 language is in place; therefore, an emergency is declared to exist, and this ordinance shall be 14 in full force and effect from and after the date of its passage. 15 PASSED: August 4,2026 16 ATTEST: APPROVED: 17 18 19 141a4V1. 20 Allison Segars,City rk Frank Scott,Jr.,Mayor 21 APPROVED AS TO FORM: 22 23 24 Al • 25 Thomas M.
