3 AN ORDINANCE TO AMEND LITTLE ROCK,ARK., REV. CODE §2-243
4 (1988) TO DECLARE SECURITY SERVICES AS A PROFESSIONAL
5 SERVICE FOR THE CITY OF LITTLE ROCK; TO DECLARE AN
6 EMERGENCY; AND FOR OTHER PURPOSES.

8 WHEREAS,the City of Little Rock,Arkansas,has established a process for the competitive selection
9 of professional services; and,
10 WHEREAS, Section 2-243 of the City of Little Rock, Arkansas Code of Ordinances identifies
11 professional services for which the competitive selection is based on qualifications and other relevant
12 evaluation criteria other than price or cost; and,
13 WHEREAS, it is necessary to amend the identified list of professional services to ensure the most
14 qualified firm to provide security services to the City.
15 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1.Little Rock,Ark.,Rev.Code§2-243(a)(2)(1988)is amended to add an additional subsection
18 to read as follows:
19 dd. Security services.
20 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
21 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
22 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
23 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
24 ordinance.
25 Section 3.Repealer. All ordinances,resolutions,bylaws,and other matters,or parts thereof,which are
26 in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
27 Section 4. Emergency Clause. There is hereby found and declared to be an immediate need for an
28 update to the City's list of professional services to add security services which benefits the public health,
29 safety, and welfare of the City and the inhabitants thereof It is therefore declared that an emergency exists
30 and this Ordinance, being necessary for the immediate preservation of the public health, safety, and

1 welfare, shall be in force and take effect immediately upon and after its passage.
