HomeMy WebLinkAbout22816 1 ORDINANCE NO. 22,816 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 CONTRACT WITH ARKANSAS CRIME INFORMATION CENTER, IN 6 AN AMOUNT NOT TO EXCEED $51,357.70, PLUS APPLICABLE TAXES 7 AND FEES, TO RENEW LITTLE ROCK POLICE DEPARTMENT'S 8 ACCESS TO ACIC'S INFORMATION DATABASE BY AUTHORIZED 9 CITY PERSONNEL;TO DECLARE AN EMERGENCY;AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, Arkansas Crime Information Center ("ACIC") is the central repository for criminal 13 justice information in Arkansas and provides critical information database access to local,state and federal 14 agencies;and, 15 WHEREAS,ACIC is the sole purveyor capable of providing LRPD database access to criminal history 16 records,warrants,stolen property,missing persons,and vehicle information and has sole authority to grant 17 access to a wide range of law enforcement databases such as NCIC; and, 18 WHEREAS, it is essential for authorized personnel in all LRPD divisions, Emergency 19 Communications, the City Attorney's Office, and Little Rock District Court to have access to ACIC's 20 database to ensure these City Departments can perform essential job functions to support daily operations 21 including investigative work,officer safety, and real-time decision making;and, 22 WHEREAS, pursuant to ACIC's Data Access Quote attached hereto as Exhibit A, the cost to renew 23 database access is Fifty-One Thousand, Three Hundred Fifty-Seven and 70/100 Dollars ($51,357.70), 24 including applicable taxes and fees. 25 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 26 OF LITTLE ROCK,ARKANSAS: 27 Section 1. The Board of Directors declares that because of the nature of the information provided by 28 ACIC and because it is the sole purveyor capable of providing LRPD database access to criminal history 29 records,warrants,stolen property,missing persons,and vehicle information and has sole authority to grant 30 access to a wide range of law enforcement databases such as NCIC, it is impractical and unfeasible to bid 31 this agreement. 32 Section 2.The Board of Directors hereby authorizes the City Manager to enter into a sole source contract 33 with Arkansas Crime Information Center,in the amount of Fifty-One Thousand,Three Hundred Fifty-Seven [Page 1 of 3] 1 and 70/100 Dollars($51,357.70), including applicable taxes and fees,to renew ACIC information database 2 access for authorized LRPD,Emergency Communications,the City Attorney's Office,and Little Rock District 3 Court personnel. 4 Section 2. Funds for this purchase are allocated in Little Rock Police Department State Asset Forfeiture 5 Fund Account No. 110520-61350. 6 Section 3.Severabiliry.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 7 of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 8 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the 9 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. 10 Section 4 Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent with 11 the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 12 Section 4. Emergency Clause.
