3 A SOLE SOURCE ORDINANCE TO DECLARE IT IMPRACTICAL AND
4 UNFEASIBLE TO BID; TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO AN AGREEMENT WITH SASAKI ASSOCIATES, INC.,
6 TO COMPLETE THE FINAL DESIGN OF 30 CROSSING UTILIZING
7 FUNDS FROM THE BEZOS EARTH FUND; TO DECLARE AN
8 EMERGENCY; AND FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock Board of Directors adopted Little Rock, Ark. Resolution No.
11 16,444(October 2,2024),to authorize the City Manager to enter into an agreement with Sasaki Associates,
12 Inc., in an amount not to exceed Seven Hundred Fifty Thousand Dollars ($750,000.00), to begin the
13 development and creation of a master plan for a Downtown Central Park sometimes referred to as the I-30
14 Crossing Park; and,
15 WHEREAS, the City of Little Rock ("City") and Sasaki Associates, Inc. ("Sasaki"), entered into a
16 Professional Services Agreement in the amount of Seven Hundred Fifty Thousand Dollars ($750,000.00)
17 dated November 4,2024,to complete Phase I design services for I-30 Crossing Park Concept design; and,
18 WHEREAS,the City Board of Directors passed Little Rock,Ark.Ordinance No.22,798(July 7,2026),
19 to authorize the City to enter an Agreement with the Little Rock Regional Chamber of Commerce regarding
20 the utilization of Bezos Earth Funds to support the completion of the design phase for the 30 Crossing Park;
21 and,
22 WHEREAS,the City now has the funds provided by the Little Rock Regional Chamber utilizing the
23 Bezos Earth Fund for Sasaki Associates,Inc.,to complete the design of 30 Crossing Park.
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City Manager is hereby authorized to enter into an agreement with Sasaki Associates,
27 Inc.,to complete the design of 30 Crossing Park.
28 Section 2. Funds for the completion of the design of 30 Crossing Park are to be reimbursed by the
29 Little Rock Regional Chamber of Commerce through funds provided by the Bezos Earth Fund.
30 Section 3.Severability.In the event any title,paragraph, item,sentence,clause,phrase,or word of this
31 resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall
32 not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion
33 so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.

1 Section 4.Repealer.All laws,ordinances,resolutions,or parts of the same,which are inconsistent with
2 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
3 Section 5. Emergency Clause. The ability to properly plan the process for the completion of
4 improvements to the area known as 30 Crossing, to design a appropriate items and to assure that City
5 infrastructure is properly in place for initial improvements,and for the overall construction,of facilities and
6 amenities in this area,particularly in conjunction with the donation of funds controlled by the Chamber, is
7 essential to the public health,safety and welfare;an emergency is declared to exist and this ordinance shall
8 be in full force and effect from and after the date of its passage.
