Applicant Comments for Proposed Development
Applicant responses are due no later than Thursday, December 11, 2025. Please
submit revised site plans, if applicable, along with written responses from
Development Staff and “Other Departments.” Please submit responses to

ACTS Senior Village – PCD
SEC of John Barrow Road & W. 40th Street
Tiny Senior Homes:
1. Will mail kiosk be utilized for mail delivery with ADA access. If so, provide letter from
Postmaster General regarding location of mail kiosk.
2. Proposed senior tiny homes shall not be operated as a short-term rental (STR) prior to
approval by the Planning Commission.
3. Provide typical elevation(s) for proposed senior tiny homes.
4. Residential signs must comply with Section 36-551of the City’s Zoning Ordinance (signs
permitted in residential one- and two-family zones).
Future Agricultural Center:
5. Provide more description “Food Processing Center and Container Farm” use.
6. Provide operating hours (days/times) for proposed agricultural center.
7. How will the agricultural center be maintained?
8. Provide maximum number of employees at any given time for agricultural center.
9. Will agricultural center operate as a farmers’ market & produce/merchandise sold to the
public? If so, describe.
Worship Center:
10. Provide building elevations for proposed worship center.
11. Describe any additional uses for proposed worship center? E.g., child daycare, senior activity
center, health clinic, tutoring, after school programs, etc.

Pop-Up Spaces:
12. Provide more descriptive use for pop-up spaces. How will they function?
13. Provide operating hours (days/times) for proposed pop-up spaces.
14. Provide maximum number of employees at any given time for pop-up spaces when operating.
15. How will the pop-up spaces use be maintained?
Future Bus Stop:
16. Provide letter of approval from Rock Region Metro regarding approved location for proposed
bus stop.
General Staff Comments:
17. Provide site plan to show the following:
a. dimensions of all proposed buildings to property lines
b. label all areas to be landscaped
c. dimensions of pop-up spaces and dimensions from pop-up spaces to property lines.
d. provide dimensions (widths) of all driveways
18. Provide utility signoffs for all proposed ROW abandonments.
19. Provide a reversionary rights clause from licensed title company for all proposed ROW
abandonments.
20. Provide list of abutting property owners from an abstract company for all rights-of-way to be
abandoned.
21. Will there be a sign? If so, all signs must comply with Section 36-555 of the City’s Zoning
Ordinance (signs permitted in commercial zones).
22. Lighting for all aspects of the development must be low-level and directed away from adjacent
properties.
23. How will trash be collected for the agricultural center and pop-up spaces?
24. Any fencing or wall erected must comply with Section 36-516 of the City’s Zoning Ordinance
for all aspects of the development.
