The proposed method of general mail delivery for the residents of the
Tiny Senior Homes shall utilize a proprietary fixed metal kiosk with
keyed access slots. The kiosk shall be freestanding and fixed under an
open air covered shelter and located at the entry to the proposed
Leisure Park. The kiosk shall be ADA-accessible (level walking surface
access from with the park entry y - no steps or other barriers. Setting
out mail of slot positions shall also be ADA-compliant. Upon approval
of this planned zoning development, the applicant’s design team shall
prepare the necessary documentation illustrating the specs for the
community mailbox and shelter design for review and approval by the
US Postal Service as well as needed by the City of Little Rock during
the building permit review.
No short-term rental (STR) agreements are planned for these homes.
See attached typical elevations.
The Tiny Homes are private residential units. Units are detached and
will have only their postal street number with a matching font as
positioned on the soffit of the front porch above the entry.

The latest site plan designation (cross hatched) indicating the ‘FUTURE
AGRICULTURAL CENTER’ is not part of this application. There is no
intent to prepare nor submit any drawn technical documentation or
specifications resulting from the approval of this specific zoning
application relating to an agricultural center. We are only projecting
the overall use of the entire site for public information and marketing
purposes and clearly understand that a separate application process
will be required if we pursue the use of this area as an agricultural
center or whatever the function. If desired, we can change the wording
from ‘FUTURE AGRICULTURAL CENTER’ to ‘FUTURE DEVELOPMENT’
and/or with an annotated note: ‘NOT INCLUDED WITH THIS
APPLICATION’? Please advise.
**As a further clarification, please disregard our use on any
previous documents including the November 17, 2025 cover
letter, indicating ‘Food Processing Center and Container Farm’
and the ‘Future Bus Stop.’
The proposed center shall have a 250 seat Sanctuary; Meeting Rooms
(for senior activities / after school programs); Kitchen; Toilets; and
Administration office space. No Child Day Care facilities are planned.

In a neighborhood long marked by lack of investment and meaningful
residential and commercial development, these pop-up spaces will
emerge as a bright and most welcomed possibility. It shall be built as
an open, flexible and uniquely designed transformation of a site long
vacant for a gathering place for creativity and much needed
community reconnections. During the day, residents of the Senior
Village and surrounding neighborhoods will experience art and crafts
workshops; small business vendors promoting the arts and crafts being
produced; and a temporary but relaxful venue for snacks; soft drinks;
story telling / soulful recollections between the seniors to empower
the youth of the community. Though envisioned as a temporary
combination of common building materials, the spaces shall be
weather protected, ADA accessible and well maintained.
The pop-spaces shall be opened during the day (am) and late
evening (pm); each day of week.
Job creation is an important benefit of the pop-up market with a
dedicated crew of twenty (20) full and part time staff.
The flooring shall be sealed concrete, fully washable as well as the
modular walls and metal roof panels. All furniture shall be movable.

The future intent is to have a Rock Region Metro stop as well as an
electric powered transit bus stop to include a route between the
Pop-Up space and the West Central Community Center. We show the
Future Bus Stop as a marketing and promotional item. We have
communicated with Rock Region Metro and understand that any
efforts to create a regular stop at this location involves more detailed
planning toward approval by Rock Region Metro. The bike / walking
trail is also for future consideration within a separate zoning
application if required.

1. A cul de sac design is recommended for SU-60 vehicles and fire trucks for easier maneuverability
and turnaround from the south driveway.

1. The proposed private street east of the pop up spaces should be designed and constructed as a minor
commercial street of 31 ft width, with commercial street pavement and base course thickness.
2. Right-of-way dedications and half street construction should conform with Master Street Plan for
minor commercial streets on W. 40th St. and W. 42st St. adjacent to the proposed non-residential use. City
code allows the dedications and street construction to conform with the residential street standard adjacent
to residential uses.
3. Future bus stop locations and designs are required to be approved by LR Public Works and Rock
Region Metro prior to installation.
7. Z-7648-A Two Moon Properties PD-R, SWC Charles Bussey Ave & Park Lane
1. A width of at least 20 ft must be provided for 2-way traffic for the proposed interior driveways
accessing the residential structures.
2. A 20 feet radial dedication of right-of-way is required at the intersection of Charles Bussey St. and Park

8. Z-10232 Hines PD-R 3 Marigold Drive
1. Colonel Glenn Rd is classified on the Master Street Plan as a principal arterial street. A dedication of
right-of-way 55 feet from centerline will be required.
2. A 20 feet radial dedication of right-of-way is required at the intersection of Col. Glenn Rd. and
Marigold Drive.
3. Marigold Drive is classified on the Master Street Plan as a commercial street. A dedication of right-of-
way 30 feet from centerline will be required.
4.With site development, provide design of Col. Glenn Rd conforming to the Master Street Plan.
Construct one-half street improvement to Col. Glenn Rd including 5-foot sidewalks with planned
development. The new back of curb should be placed 29.5 from the existing striped centerline. If
construction is not allowed by ARDOT, a payment in-lieu of construction should be obtained for the cost
of the construction of the street improvements.
5.With site development, provide design of Marigold Drive conforming to the Master Street Plan.
Construct one-half street improvement to Marigold Drive including 5-foot sidewalks with planned
development. The new back of curb should be placed 15.5 ft from the existing striped centerline.
9. Z-5963-H Brodie Creek Subdivision Cell Tower Rev, PD-R
1. Bowman Road is proposed to be widened to a 5 lane arterial street in the near future. Plans and right-
of-way are currently being assembled. The proposed tower should be located to not obstruct the proposed
street widening. Provide a plan showing the cell tower location in relation to the proposed street
widening. Contact David Hopkins, PW Civil Engineering Manager, at 501-371-4812 for assistance in
locating the proposed street widening.
2.A special Grading Permit for Flood Hazard Areas will be required per Sec. 13-55 prior to construction.
3. No development is permitted within the floodway. In accordance with Section 31-176, floodway areas
must be shown as floodway easements or be dedicated to the public. In addition, a 25 foot wide drainage
and access easement is required adjacent to the floodway boundary.
10. Z-7500 K Hamilton Station Apartments PD-R, N of 14524 Cantrell Rd
1. A special Grading Permit for Flood Hazard Areas will be required per Sec. 13-55 prior to construction.
2. The minimum Finish Floor of all proposed inhabitable structure are required to be elevated to at least 1
ft higher than the base flood elevation and required to be shown on the site plan.
3. No development is permitted within the floodway. In accordance with Section 31-176, floodway areas
must be shown as floodway easements or be dedicated to the public. In addition, a 25 foot wide drainage
and access easement is required adjacent to the floodway boundary.
4. Provide additional information detailing the uses of the east and west proposed driveways. Will
tenants use both driveways for typical access or is one driveway for secondary fire access only.

6. The proposed residential apartment development will add substantial traffic to the Cantrell Rd/Taylor
Loop Rd intersection which has insufficient lanes, lane geometry, and vehicle stacking. A traffic study is
required to be provided based on existing and future traffic volumes to verify the adequacy of the existing
lanes, lane geometry, and vehicle stacking or if additional improvements are required to prevent a
reduction in the level of service of the intersection. The engineer should contact ARDOT and obtain the
latest plans and expected time of construction of the Cantrell Rd Widening Project.

Section D104.1 Buildings exceeding three stories or 30 feet in height. Building or facilities exceeding 30
feet or three stories in height shall have at least two means of fire apparatus access for each structure.
Section D104.2 Building exceeding 62,000 square feet in area. Buildings or facilities having a gross
building area of more than 62,000 square feet shall be provide with two separate and approved fire apparatus
access roads.
Exception: Projects having a gross building area of up to 124,000 square feet that have a single
approved fire apparatus access road when all building are equipped throughout with approved
automatic sprinkler systems.
D104.3 Remoteness. Where two fire apparatus access roads are required, they shall be placed a distance
apart equal to not less than one half of the length of the maximum overall diagonal dimension of the lot or area
to be served, measured in a straight line between accesses.
30’ Tall Buildings - Maintain aerial fire apparatus access roads as per Appendix D of the 2021
Arkansas Fire Prevention Code Vol. 1 Section D105.1 – D105.4
D105.1 Where Required. Where the vertical distance between the grade plane and the highest roof
surface exceed 30’, approved aerial fire apparatus access roads shall be provided. For the purposes of this
section the highest roof surfaces shall be determined by measurement to the eave of a pitched roof, the
intersection of a roof to the exterior wall, or the top of the parapet walls, whichever is greater.
D105.2 Width. Aerial fire apparatus access roads shall have a minimum unobstructed with of 26’,
exclusive of shoulders, in the immediate vicinity of the building or portion thereof.
D105.3 Proximity to building. At least one of the required access routes meeting this condition shall
be located within a minimum of 15 feet and a maximum of 30 feet from the building, and shall be positioned
parallel to one entire side of the building. The side of the building on which the aerial fire apparatus access
road is positioned shall be approved by the fire code official.
D105.4 Obstructions. Overhead utility and power lines shall not be located over the aerial fire
apparatus access road or between the aerial fire apparatus road and the building. Other obstructions shall be
permitted to be places with the approval of the fire code official.
Dead Ends.
Maintain fire apparatus access roads at dead end locations as per Appendix D of the 2021 Arkansas
Fire Prevention Code Vol. 1 Section D103.4 Dead Ends. Dead-end fire apparatus access roads in excess of
150 feet shall be provided with width and turnaround provisions in accordance with Table D103.4.

Gates
Maintain fire apparatus access road gates as per Appendix D of the 2021 Arkansas Fire Prevention
Code Vol. 1 Section D103.5 Fire apparatus access road gates. Gates securing the fire apparatus access
roads shall comply with all of the following criteria:
1. Minimum gate width shall be 20 feet.
2. Gates shall be of swinging or sliding type.
3. Construction of gates shall be of material that allow manual operation by one person.
4. Gate components shall be maintained in an operable condition at all times and replaces or repaired
when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for
emergency access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with a padlock or chain and padlock unless they are capable
of being opened by means of forcible entry tools or when a key box containing the keys to the lock is
installed at the gate location.
7. Locking device specifications shall be submitted for approval by the fire code official
8. Electric gate operators, where provided, shall be listed in accordance with UL 325.
9. Gates, intended for automatic operation shall be designed, constructed and installed to comply with
requirements of ASTM F 2200.

shall meet the requirements of Section D104.3.
Exceptions:
1. Where there are more than 30 dwelling units on a single public or private fire apparatus access
road and al dwelling units are equipped throughout with an approved automatic sprinkler system
in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3 of the Arkansas Fire Code, access
from two directions shall not be required.
2. The number of dwelling units on a single fire apparatus access road shall not be increased unless
fire apparatus access roads will connect with future development, as determined by the fire code
official.

Z-5963-H – Brodie Creek Subdivision Cell Tower – Revised PRD, W. Side of S. Bowman Rd.,
Approximately 500’ N. of Brodie Creek Trail - All Central Arkansas Water requirements in effect at
the time of request for water service must be met.
The Little Rock Fire Department needs to evaluate this site to determine whether additional public
and/or private flre hydrant(s) will be required. If additional flre hydrant(s) are required, they will be
installed at the Developer's expense.
Due to the nature of this facility, installation of an approved reduced pressure zone backfiow
preventer assembly (RPZ) is required on the domestic water service. This assembly must be
installed prior to the flrst point of use. Central Arkansas Water (CAW) requires that upon installation
of the RPZA, successful tests of the assembly must be completed by a Certifled Assembly Tester
licensed by the State of Arkansas and approved by CAW. The test results must be sent to CAW's
Cross Connection Section within ten days of installation and annually thereafter. Contact the Cross
Connection Section at 377-1226 if you would like to discuss backfiow prevention requirements for
this project.
Z-7500-K – Hamilton Station Apartments – PRD, N of 14524 Cantrell Rd. – Central Arkansas Water
does not support approval of the project until the following issues are resolved:
A 48-inch raw water line and a 72-inch raw water line crosses this site within a 50-foot wide
waterline easement in the middle of this property. Care must be taken to protect these water lines
and any appurtenances, such as access and air release vaults, or monumentation which may be in
the area. No signs, light poles, dumpster pads or other structures on foundations will be allowed
within the existing 50-foot waterline easement. Paved parking and driveways are allowed. Field
veriflcation of the pipeline depth and location will need to be made by Central Arkansas Water.
Construction of the proposed improvements must be performed with materials and techniques
that will not harm or damage the pipelines or interfere with their operation. Due to the criti cal
nature of the raw water lines located near this grading please contact CAW at 501-377-1241, 24
hours prior to any work within the water line Right-of-Way.
A survey of the planned site and location of the existing 48” and 72” raw water line easement must
be provided to Central Arkansas Water by a licensed surveyor.
Provide a grading plan showing existing and proposed contours to Central Arkansas Water.
No structures included retaining walls and light pole foundations are allowed within the 48” and 72”
50-foot raw water line easement or within 15’ of the edge of the easement.
Owner to provide a geotechnical engineer to examine the site to study the potential increased loads
on the pipes due to flll, adjacent structures and dynamic loads during and after construction, and
provide recommendations to minimize additional burden on the pipes that are acceptable to CAW.
All construction work, including earthwork, shall be observed by CAW. Contact CAW, Andrew
Pownall, prior to any work in this area.
All Central Arkansas Water requirements in effect at the time of request for water service must be
met.
A water main extension will be needed to provide water service to this property.
The Little Rock Fire Department needs to evaluate this site to determine whether additional public
and/or private flre hydrant(s) will be required. If additional flre hydrant(s) are required, they will be
installed at the Developer's expense.
Please submit plans for water facilities and/or flre protection system to Central Arkansas Water for
review. Plan revisions may be required after additional review. Contact Central Arkansas Water
regarding procedures for installation of water facilities and/or flre service. Approval of plans by the
Arkansas Department of Health Engineering Division and Little Rock Fire Department is required.
A Capital Investment Charge based on the size of meter connection(s) will apply to this project in
addition to normal charges. This fee will apply to all connections including metered connections off
the private flre system.
If there are facilities that need to be adjusted and/or relocated, contact Central Arkansas Water.
That work would be done at the expense of the developer.
The facilities on-site will be private. When meters are planned off private lines, private facilities
shall be installed to Central Arkansas Water's material and construction speciflcations and
installation will be inspected by an engineer, licensed to practice in the State of Arkansas.
Execution of Customer Owned Line Agreement is required.
