3 A RESOLUTION TO APPROVE THE 2026-2030 CONSOLIDATED PLAN
4 AND THE 2026 ANNUAL ACTION PLAN FOR SUBMISSION TO THE U.S.
5 DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; TO
6 AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE
7 AGREEMENTS WITH APPROVED APPLICANTS; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990 requires
11 participating jurisdictions to prepare and submit a Consolidated Plan and Annual Action Plan to the U.S.
12 Department of Housing and Urban Development("HUD") in order to receive federal entitlement funding;
13 and,
14 WHEREAS, the City of Little Rock is an entitlement community eligible to receive funding
15 through the Community Development Block Grant ("CDBG"), HOME Investment Partnerships
16 ("HOME"),Housing Opportunities for Persons with AIDS("HOPWA"); and,
17 WHEREAS, the five-year Consolidated Plan outlines the goals and objectives for housing and
18 community development activities during the 2026-2030 program years and the 2026 Annual Action Plan
19 delineates the uses of CDBG, HOME, and HOPWA entitlement funds for the 2026 Program Year, which
20 extends from January 1, 2026,through December 31,2026;and,
21 WHEREAS, the City's CDBG, HOME, and HOPWA entitlement funds, together with projected
22 program income for the 2026 Program Year, total Three Million Eight Hundred Twenty-Eight Thousand
23 Twenty-Two Dollars and Three Cents($3,828,022.03); and,
24 WHEREAS,by Resolution No. 17,070,adopted on June 2,2026,the Board of Directors approved
25 the preparation and submission of the 2026 Annual Action Plan and related amendments to the 2026-2030
26 Consolidated Plan; and,
27 WHEREAS, HUD normally requires submission of the Annual Action Plan by November 15
28 preceding the applicable program year,but HUD has permitted grantees to submit Annual Action Plans to
29 the appropriate HUD Field Office after that date until final grant amounts are determined; and,
30 WHEREAS, the City has prepared amendments to its 2026-2030 Consolidated Plan and 2026
31 Annual Action Plan in accordance with all applicable federal requirements and desires to submit the
32 amended plans to HUD and enter into agreements with approved applicants receiving funding allocations
33 under the Action Plan.

1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
2 CITY OF LITTLE ROCK,ARKANSAS:
3 Section 1.The Board of Directors hereby approves the amendments to the 2026-2030 Consolidated
4 Plan and the 2026 Annual Action Plan for the 2026 Program Year(January 1,2026,through December 31,
5 2026), which delineates the uses of CDBG, HOME,HOPWA, entitlement funds and projected program
6 income totaling$3,828,022.03.
7 Section 2. The Board of Directors authorizes the City Manager, or a designated representative, to
8 submit the amended 2026-2030 Consolidated Plan and the 2026 Annual Action Plan, together with all
9 required certifications,assurances,amendments,and supporting documentation,to the U.S. Department of
10 Housing and Urban Development.
11 Section 3. The Board of Directors further authorizes the City Manager to negotiate and execute
12 grant agreements, subrecipient agreements, contracts, amendments, and all other documents necessary to
13 implement the activities and funding allocations contained in the 2026 Annual Action Plan with the
14 approved applicants identified therein,subject to applicable federal, state,and local laws and regulations.
15 Section 4. Funding allocations and expenditures authorized herein shall be contingent upon HUD
16 approval of the amended 2026-2030 Consolidated Plan and the 2026 Annual Action Plan and the
17 availability of federal entitlement funds and program income.
18 Section 5. Severability. In the event any portion of this ordinance is declared or adjudged to be
19 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
20 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
21 unconstitutional was not originally a part of this ordinance.
22 Section 6. Repealer. All laws, ordinances, resolutions, or parts thereof in conflict with the provision
23 of this ordinance are hereby repealed to the extent of such conflict.
