The Towers, LLC is planning to install a "cell tower", which will allow the enhancement of multiple wireless carriers in providing more capacity to their systems. The Towers, LLC has arrangements for the first carrier to provide service upon completion of the antenna site. Others are expected to follow. The City of Little Rock zoning ordinance allows the placement of an antenna site by right if certain design criteria are met. This site exceeds the criteria and would be administratively approved however this parcel of land was developed with a PRD, Planned Residential Development, that showed design features when approved. The application coming before the Planning Commission is to revise the PRD to reflect the addition of the antenna site. Basic design criteria from the city are that the pole be no taller than 150. and be set back from any property line by at least the height of the structure. In this case the pole will be 150', setbacks are as follows: North 504', South 406. East 176', West 150'. The POA set their own requirements beyond that what the city called out for and required very dense, mature wooded buffer around the site essentially blocking any direct view of the site from a public roadway or neighboring property where a house may be. Even the access drive will not allow a straight on view of the site by going westward away from S Bowman before turning south and running deeper into the woods. The utility access route will follow the drive not requiring any additional tree's from being removed for power lines. All utilities to site will be underground. After construction is complete there is very little vehicular traffic to the site as the site is monitored remotely making this a very quiet neighbor. Benefits to all neighbors within the coverage area of the antenna will be increased capacity for their wireless signal, for nearly all types of communication. Phone, business data, home data requirements such as streaming devices are some of the uses. The FCC is pushing wireless providers to improve their systems to allow for more competition among all types of communication services which benefits all consumers.
