None Approval of the Ordinance. The applicant proposes to rezone the property from PID to PCD to allow a mixed use development within an existing building. The building currently contains two (2) apartment units and a beauty salon. The building previously contained a millwork shop. The property is located at the northwest corner of E. 6th Street and McLean Street. The property contains a one-story, mixed use commercial building. Entrances to the building are located along the south and east building facades. Sidewalks are located along both street frontages. 1 BACKGROUND CONTINUED The applicant proposes to add a permanent mobile canteen unit (food truck) to the property, to be parked underneath the existing canopy at the northwest corner of the site. The applicant proposes to use the existing building as follows: • Suite 1 — +/- 800sf Townhouse Apartment • Suite 2 — +/- 800sf Townhouse Apartment • Suite 3 — +/- 800sf Commercial — Beauty Salon • Suite 4 — +/- 2400sf Commercial Approximately two hundred (200) square feet of the commercial space (suite 4) will be used for storage and kitchen prep space, with the remainder being used for restaurant seating. There will be no outdoor seating on the property. The applicant is requesting UU permitted uses as alternate uses. There are three (3) on -street parking spaces in front of the building along the west side of McLean Street. There are approximately fifteen (15) parking spaces the east side of McLean Street. This area of parking has been utilized in the past to serve the existing building. A trash containment area is located at the northeast corner of the property. This area must be screened as per ordinance standards. Grease containment for the food truck must be approved by Little Rock Water Reclamation Authority (LRWRA). All site signage must comply with the UU zoning standards. Any new site lighting must be low-level and directed away from adjacent properties. On April 9, 2026 the Planning Commission voted 8 ayes, 0 noes, 2 absent, and 1 open position to approve the Revised PRD rezoning. There were no objectors present. All owners of property located within 300 feet of the site and all neighborhood associations registered with the City of Little Rock were notified of the public hearing. Please see the attached Planning Commission minute record for the complete staff analysis. 2 1 ORDINANCE NO. 2 3 AN ORDINANCE APPROVING A PLANNED ZONING 4 DEVELOPMENT AND ESTABLISHING A PLANNED COMMERCIAL 5 DISTRICT TITLED LIVE EDGE, LLC - PCD, LOCATED AT 1020 E. 6 6TH STREET (Z-9509-A), CITY OF LITTLE ROCK, PULASKI 7 COUNTY, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP 8 OF THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES. 9 10 BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE 11 ROCK, ARKANSAS. 12 13 Section 1. That the zoning classification of the following described property be 14 changed from PID, Planned Industrial District, to PCD, Planned Commercial District: 15 16 Z-9509-A - DESCRIBED AS THE SOUTH 100 FEET OF LOTS 7 AND 8, 17 Block 14, RECTORTOWN ADDITION TO THE CITY OF LITTLE 18 ROCK, PULASKI COUNTY, ARKANSAS. 19 20 LESS AND EXCEPT 21 22 RIGHT-OF-WAY DEDICATION FILED FOR RECORD AS 23 INSTRUMENT NO. 2021028699, IN THE PULASKI COUNTY, 24 ARKANSAS COURTHOUSE. 25 26 Section 2. The preliminary site development plan/plat be approved as 27 recommended by the Little Rock Planning Commission. 28 29 Section 3. That the change in zoning classification contemplated for Live Edge, LLC 30 - PCD located at 1020 6th Street (Z-9509-A) is conditioned upon obtaining final plan approval 31 within the time specified by Chapter 36, Article VII, Section 36-454 (e) of the Code of 32 Ordinances. 33 34 Section 4. That this Ordinance shall not take effect and be in full force until the final 35 plan approval. Page 1 of 2 1 2 Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City 3 of Little Rock, Arkansas, and designated district map be and it hereby amended to the extent 4 and in the respects necessary to affect and designate the change provided for in Section 1 5 hereof. 6 7 Section 6. Severability. In the event any title, section, paragraph, item, sentence, 8 clause phrase, or word of this resolution is declared or adjudged to be invalid or 9 unconstitutional, such declaration or adjudication shall not affect the remaining portions of 10 the ordinance which shall remain in full force and effect as if the portion so declared or 11 adjudged invalid or unconstitutional was not originally a part of the ordinance. 12 13 Section 7. Repealer.
