Thank you for taking the time to review our request to grow NeuroRestorative's habilitation and rehabilitation
programs serving adults with acquired brain injuries in Little Rock, Arkansas. We appreciate your consideration
and guidance as we work to ensure this home is appropriately permitted and aligned with City requirements.
I am writing to discuss NeuroRestorative's intent to open a new six -bed home and community program in Little
Rock, AR. Now in our 48th year, NeuroRestorative is the largest provider of after -hospital residential brain injury
rehabilitation services in the United States. We currently operate in 27 states and continue to expand access to
services for individuals and families who need specialized, post -acute brain injury supports.
Our intention is to modify a home at the address listed above to serve six adult residents. The home will be
renovated to increase accessibility for individuals with physical challenges, including interior modifications
consistent with universal design and Americans with Disabilities Act (ADA) principles, and, as needed, the
addition of bedrooms and bathrooms to support the program model. We strive to maintain a normalized, home-
like environment while creating practical accessibility features that enhance daily living tasks for individuals who
may have mobility or functional limitations.
We are committed to being good neighbors and maintaining positive relationships in the community. The
residence will blend with the ambiance of the neighborhood. There will be no signage on the property. Vehicles
used in connection with the home will not display signage and will be typical passenger minivans or transit vans
used for transporting participants. Vehicles parked at the home will not be larger than those required to safely
transport up to six individuals. Our homes in other communities are designed to integrate seamlessly into
residential neighborhoods and operate with minimal external impact.
The purpose of this program is to provide a structured, home -like rehabilitation setting that bridges the gap
between inpatient care and a successful return to life at home. Residents will participate in a comprehensive,
interdisciplinary rehabilitation program with the goal of improving functional independence and supporting a safe
transition back to their homes and families. Services will include physical therapy, occupational therapy, speech -
language pathology, and cognitive rehabilitation delivered through individualized treatment plans with practical,

measurable goals. To ensure therapy gains translate beyond the clinical setting, participants will take frequent
supervised outings into the community to practice skills in real -world environments. Outings may include
community activities and events, grocery shopping, leisure activities, and faith -based services —allowing
individuals to strengthen mobility, communication, problem -solving, and safety awareness in natural settings.
All NeuroRestorative employees must pass comprehensive background screenings as a condition of employment.
Staffing will include Life Skills Trainers (LSTs), nurses, program managers, and other support staff. Staff will not
live in the home; instead, team members work rotating shifts to provide care and supervision 24 hours per day, 7
days per week, 365 days per year. Individuals served will not have personal vehicles on the property. Program
participants will be transported by staff for medical appointments, therapy services, and community -based
activities using program vehicles and staff.
