Applicant Comments for Proposed Development
Applicant Responses are due no later than Wednesday, October 22, 2025. Please
submit revised site plans, if applicable, along with any written responses. All
documents should be submitted to this email address for review.

Development Staff Comments:
1. Provide parking plan for events.
2. Will the facility utilize the parking lot owned by Arkansas Baptist College (ABC) to
the east as shown on overall plan (sheet 01)? If so, provide notarized parking
agreement from ABC.
3. Provide operating days and hours for the various proposed uses listed below:
a. Maya Angelou historical museum.
b. Education and community complex.
c. Administrative office space.
d. Summer camps.
e. After-school tutoring & mentoring.
4. Provide maximum number of employees, volunteers, etc., which will report to the
site at any given time.
5. Will there be ticketed events? If so, please describe.
6. Will live music or bands play and/or perform at the site? If so, sound mitigation must
be considered.
7. Will food be served or catered for any proposed uses?
8. Will alcoholic beverages be served or sold at the site?
9. All signs must comply with Section 36-553 (signs permitted in institutional and office
zones).
10. How will trash be collected? Any dumpster placed on the site must be screened and
comply with Section 36-523 of the City’s Zoning Ordinance.
11. Any fence or wall erected must comply with Section 36-516 of the City’s Zoning
Ordinance.
12. All site lighting must be low-level and directed away from adjacent properties.
13. Prior to building permit, obtain franchise permit for all improvements in the right-of-
way (ROW).
