Subject: Project Overview and Operational Summary —Youth Recovery Center at 25
Sheraton Drive
Dear Members of the Planning Committee,
Carter's Crew respectfully submits this letter to provide an overview of the proposed Youth
Recovery Center, to be located at 25 Sheraton Drive in Little Rock, Arkansas. The Center
will serve as a community -based hub for youth prevention, intervention, and family
support connected to the opioid crisis. This project represents a critical public health and
safety investment for Pulaski County and surrounding areas.
Purpose and Activities
The Youth Recovery Center will operate as a non-residential prevention and recovery
support center. It will not provide detox or residential treatment services. Instead, it will
offer programming designed to educate, support, and empower youth and families
impacted by the opioid epidemic.
Activities will include:
• After -school and summer sessions for youth ages 12-17, focused on prevention
education, life skills, mental health awareness, and leadership development.
• Family engagement programming, including parenting classes, family nights, and
financial literacy workshops.
• Community education and professional training for schools, law enforcement, and
Local organizations on substance abuse prevention and youth engagement.
• Health and recovery education, including naloxone distribution, wellness
workshops, and health screenings coordinated by a registered nurse.
• Technical assistance and professional development for organizations and schools
serving youth affected by the opioid crisis.
Hours of Operation
The Center will be open Monday through Friday from 8:00 a.m. to 8:00 p.m., with
occasional weekend programming or community events. After -school sessions will
typically occur between 3:00 p.m. and 7:30 p.m.
Staffing
The Center will employ 15 staff members, including administrative, programmatic, and
support personnel. During the day, approximately 8-10 staff will be present for operations,
program planning, and coordination. During after -school and evening hours, at least 6 staff
members will be on -site to supervise and facilitate youth activities. A registered nurse will
be available part-time, and contracted security will be present as needed during large
community events.
Youth and Community Participation
Carter's Crew anticipates serving approximately 80-100 youth annually through structured
prevention and intervention programs. In addition, the Center will reach an estimated
2,500-3,000 students each year through school -based education and outreach and
engage 300-400 parents and caregivers annually through family programming.
Community Impact
The Youth Recovery Center will transform a currently vacant property into a safe,
educational, and supportive space for youth and families. It will create new jobs, provide
essential prevention and recovery resources, and foster community collaboration in
addressing the opioid epidemic. The site will be well -managed, fully staffed, and operated
under clear safety and conduct policies to ensure it remains a positive asset for the
neighborhood and the city.
