1) Boundary Survey
A boundary survey prepared by a licensed Professional Surveyor will be submitted as a
separate attachment.
2) Operating Hours for occasional weekend programming or community events
• Standard weekend programming:
- Saturday: 10:00 AM - 4:00 PM
- Sunday: 1:00 PM - 5:00 PM
• Community events:
- Saturday: 10:00 AM - 8:00 PM
- Sunday: 1:00 PM - 6:00 PM (as needed)
• Frequency: No more than 2 weekend events per month. Some months there may be no
activities. No amplified outdoor sound. All activities indoors.
3) Maximum number of staff during weekend programming / events
• Weekend programming: up to 8 staff
• Community events: up to 12 staff
4) Contracted security during weekend programming / events
• Licensed, security officer on -site for all community events and programs exceeding 50
attendees.
• Controlled entry, camera coverage, headcounts, and safety plan protocols in place.
5) Affidavit
The required affidavit form is completed and signed by the authorized representative and
included in the packet.
6) Parking designations on the site plan
Revised plan will label stalls as:
• Accessible: 2 ADA stalls (1 van -accessible)
• Youth Drop-off/Van: 2 short-term loading spaces
• Staff: 6 stalls labeled "Staff Only"
• Visitor: Remaining stalls labeled "Visitor"
Ratios used: —15% Staff / —70% Visitor / ADA per code / 2 Loading.
Directional arrows and circulation patterns added.
7) Departmental Responses
See attached departmental responses (Civil Engineering, Fire Marshal, CAW, Summit
Utilities, Building Codes) with Carter's Crews detailed acknowledgments and compliance
actions.
Departmental Response Addendum — Carter's Crew Youth Success Center
(Z-5580-A)
Date: November 11, 2025
Site: 25 Sheraton Drive, Little Rock, AR
This addendum provides detailed responses to departmental comments received for the
Carter's Crew Youth Success Center Conditional Use Permit application.
1. CIVIL ENGINEERING (PLANNING) — RESPONSE
Civil Engineering provided eight comments for Z-5580-A, referenced from the Planning
Commission packet dated December 11, 2025.
1. Provide complete Site Plan.
Carter's Crew will submit a full Site Plan including all required elements for review.
2. ADA Access to the Right -of -Way.
ADA-compliant access routes from the main structure to the public ROW will be
incorporated into the updated Site Plan.
3. Handicap parking stall requirements.
The revised Site Plan will show one ADA van -accessible parking stall (11 ft wide with a 5 ft
aisle).
4. ADA feasibility requirements for the proposed use.
We acknowledge additional ADA improvements may be required and will incorporate all
corrections during the building permit review process.
5. May be subject to further building permit review.
We acknowledge and will comply with all building permit requirements.
Required contact with Engineering Division for ROW inspections.
Carter's Crew will coordinate all right-of-way inspections prior to placement of concrete
or asphalt.
7. Hauling of materials requires approval.
We will obtain required approvals prior to hauling any cut/fill materials on municipal
streets.
8. Responsibility for repair of damage caused by construction.
We acknowledge responsibility for repairing any public or private damage caused by
construction operations.
2. PUBLIC WORKS ENGINEERING — RESPONSE
Public Works Engineering issued no comments for Z-5580-A.
No action is required.
3. FIRE MARSHAL / LITTLE ROCK FIRE DEPARTMENT— RESPONSE
LRFD issued the following requirement:
• Full Plan Review & Life Safety Inspection required.
Response:
Carter's Crew acknowledges the requirement for:
- Full LRFD plan review,
- A Life Safety Inspection prior to occupancy,
- Compliance with all fire access, apparatus loading, hydrant spacing, and any additional
fire -protection requirements determined during review.
4. CENTRAL ARKANSAS WATER (CAW) — RESPONSE
CAW issued the following requirements, all of which are acknowledged:
1. All CAW requirements must be met at time of water service request.
2. LRFD must evaluate hydrant needs; any new hydrants will be installed at the Developer's
expense.
3. Submit water and fire protection system plans to CAW for review; revisions may be
required_
4. A Capital Investment Charge will apply based on meter size.
5. RPZ Backflow Prevention Assembly is required due to the nature of the facility.
- Must be installed prior to first point of use.
- Must be tested upon installation and annually by a certified tester.
6. Any required water facility adjustments or relocations will be completed at the
developer's expense.
7. Fire sprinkler isolation must follow CAW requirements:
- No additives —� double detector check valve,
- Additives present - RPZ required.
5. SUMMIT UTILITIES — RESPONSE
Summit Utilities issued no objections for this project.
No action required.
6. BUILDING CODES — RESPONSE
Building Codes Manager issued "no comments."
No action required.
SUMMARY OF REQUIRED ACTIONS
Carter's Crew will;
• Submit a complete Site Plan showing ADA access, parking, and all required elements.
• Incorporate all ADA improvements required for the proposed use.
• Coordinate hydrant evaluation with LRFD and submit all water/fire system plans to CAW.
• Install the required RPZ assembly and complete all testing requirements.
• Obtain all required permits, inspections, and approvals through Planning, Engineering,
CAW, and LRFD.
• Follow all hauling, ROW work, and construction impact requirements during construction.
