This location was the old El Chico Restaurant for about 43 years, and then the last 5 years has been Vesuvio Italian
Bistro. I am proposing a purchase of this property and to change the concept from a restaurant to a Cigar Lounge
and I need a zoning change so I can apply for a Private Club Liquor License.
Rationale: El Chico went bankrupt in this location and Vesuvio is struggling to stay open. I feel this 50 year old
building is no longer a viable location for a competitive restaurant and needs to be re -positioned with a new
concept to better -serve the community. I am working with both the owner and the current tenant to purchase the
building and then transition this restaurant into a Private Club Cigar Lounge.
The Market: Cigars are growing industry and LR has 4 primary cigar retailers. 'Cigar Republic' will differentiate itself
from these 4 by having
1) The only Liquor License
2) Taller Ceilings and Excellent Ventilation
3) Large stand-alone building (no upset commercial neighbors from the smoke)
4) Entertainment such as billiards, indoor golf, plus the benefit of an outdoor patio
Licenses: Cigar Republic will be making a license application for a Private Club so that we can sell alcohol without a
restaurant license and also so that we can hopefully be 'excluded' from any potential smoking bans that the city
may choose to explore in the future. To be a Private Club, we need to get this property re -zoned.
Changes to the Location Affecting the Community: There will be no changes to this location that will affect the
surrounding community. Hours of operation will be 10am to 12 midnight. There will be no loud music or bands;
just very similar to a typical restaurant or up -scale bar/lounge. Our clientele is expected to be more upscale than
most Private Clubs due to the price -point of a high -end cigar lounge. There are no plans to change the building in
any way. Some minor interior remodeling will take place, some exhaust fans installed, but the parking area and the
building itself will not be changed in any way.

1. Provide notification of the property owners located within 200-feet of the site including the

Land use buffers are to be maintained adjacent to properties of a more restrictive nature.
The property located to the east is zoned PD-R. As a component of all land use buffer
requirements, opaque screening, whether a fence or other device, a minimum of six (6)
feet in height shall be required upon the property line side of the buffer. Full to the
ground holly trees can be used to meet this requirement if spaced to provide an opaque
barrier. A minimum of seventy (70) percent of the land use buffer shall be undisturbed.
Easements cannot count toward fulfilling this requirement. In addition to the required
screening, buffers are to be landscaped at the rate of one (1) tree and three (3) shrubs for
every thirty (30) linear feet.
As per Sec. 36-525. - Permanency of buffer area. It shall be the responsibility of the
landowner to maintain all designated buffer areas in the manner established by the

neighborhood full of children, where speeding is already an issue. Between the almost certain
increase of inebriated drivers and the occasional belligerent drunk, nights could become a semi -
regular tragedy. Especially in summertime when the youth are more likely to be present in the
evenings.
Please decline this permit, and any future permits similar in nature, for as long as the neighborhood is
family oriented.

I am a resident of Sturbridge and have recently been made aware that there has been a change of ownership and
contemplated use for the property most recently housing the Vesuvio Restaurant. One of the rumored contemplated
uses for the property is for a nightclub and or private social club. Most of the residents of the subdivision that are
aware of the pending changes are vehemently against the use of the property in this manner. Sturbridge already
has it's challenges with traffic and nighttime activity that are detrimental to the continued comeback of the area.
Many property owners are investing heavily.myself included, in revitalizing what was clearly once a grand
subdivision. I have lived here for 35 years. It is our belief that a use of this property in this manner, at this time
particularly, will squash that growth and lower our property values. In the strongest manner possible, I want you
aware that the residents of Sturbridge are against even the remote possibility of a nightclub of this type to be so

area. We have no objections to the rezoning of 1315 Breckenridge Drive to a PCD to allow the site to be used

We do not see this proposed business as a threat to the family -friendly atmosphere of our neighborhood which

ppetizers, close at midnight, and will be marketed to high -earning business clientele, my husband, Brad and I
gave changed our minds and are absolutely FOR this business venture. We want the $1 million investment in
,ur neighborhood that Mr. Miller is willing to make. We want new business East of the Rodney Parham / 430
atersection. There has been so much improvement just West of the Rodney Parham / 430 intersection, with the

The applicant is requesting a rezoning of the site from C-3,
General Commercial District to PCD, Planned Commercial
Development District, to add a private club as an allowable
use.

Staff recommends approval of the requested PCD zoning.
The Planning Commission voted to recommend approval of
the PCD zoning by a vote of 11 ayes, 0 noes and 0 absent.
BACKGROUND
The applicant is requesting a rezoning of the site from C-3,
General Commercial District to PCD, Planned Commercial
Development District, to add a private club as an allowable
use. The applicant is seeking to rezone the site to allow the
transitioning of the current restaurant use into a private club
cigar lounge. The applicant is proposing to apply to the State
of Arkansas for a liquor license for a private club to allow
the sale of alcohol without a restaurant license and also to
allow the business to be excluded from any potential
smoking bans the City may choose to explore in the future.
There are no exterior changes proposed to this location that
would affect the surrounding community. The hours of
operation are proposed from 10 am to midnight daily. There
will be no loud music or bands.
The Planning Commission reviewed the proposed PCD
request at its April 5, 2018, meeting and there were
registered objectors present. All property owners located
within 200-feet of the site along with the Treasure Hill
Property Owners Association and the Colony West Home
Owners Association were notified of the public hearing.
There is no contact information for the Sturbridge Property
Owners Association listed in the City of Little Rock's
neighborhood contact listing. Please see the attached
Planning Commission minute record and site plan for the
applicant's specific development proposal and the staff
analysis and recommendation.
