3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH THE GRIFFIN GROUP, INC., IN AN
5 AMOUNT NOT TO EXCEED FIFTY-FIVE THOUSAND DOLLARS
6 ($55,000.00),INCLUDING CONTINGENCIES,APPLICABLE TAXES AND
7 FEES, FOR THE REPAIRS AND RESTORATION OF THE EXISTING
8 WILLIAM"BILL"CLARK WETLAND BOARDWALK AT RIVERFRONT
9 PARK; AND FOR OTHER PURPOSES.

11 WHEREAS, the existing William "Bill" Clark Wetland boardwalk at Riverfront Park is in need for
12 repairs to maintain functional use capacity for residents and visitors alike;and,
13 WHEREAS, on November 4, 2025, the City issued Bid No. 208864 requesting proposals for repairs
14 to restore the existing William "Bill"Clark Wetland boardwalk at Riverfront Park;and,
15 WHEREAS,of the four responsive bids received, Griffin Group, Inc.'s proposal was the lowest with
16 a bid of Forty-Nine Thousand, Five Hundred Dollars ($49,500.00)to complete repairs and restorations to
17 existing William "Bill"Clark Wetland boardwalk at Riverfront Park; and,
18 WHEREAS, it is the recommendation of the City's Parks & Recreation Department that the City
19 accept the donation of Trex decking materials for the project; and,
20 WHEREAS,it is the recommendation of the City's Parks&Recreation Department that the City enter
21 into a contract with Griffin Group, Inc., as the lowest, responsive and responsible bidder, to complete the
22 necessary repair work to the William"Bill"Clark Wetland boardwalk to restore full functional capacity of
23 the boardwalk.
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS;
26 Section 1. The City Manager is authorized to enter into a contract with the Griffin Group, Inc., in an
27 amount of up to Fifty-Five Thousand Dollars ($55,000.00), including contingencies, applicable taxes and
28 fees,for the repairs to restore the existing William"Bill"Clark Wetland boardwalk at Riverfront Park,
29 Section 2. Funds for this expenditure are available in the following Parks Account Nos. 108459-
30 S45C642I and 104522-61040.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
