Alderman Powers then called attention to the fact that -Ar. F. A. Garrptt, who had ,I been elected a member of the Board of Improvement for Street Improvement District No.2 2 to fill the vacancy caused by the resignation of Mr. W. H. Lark, had failed to qualify as there was some question of him being a property owner in said district' There" on 1:1, Alderman Powers nominated J. W.
