I have met with my clients several times since receipt of your correspondence, and they are committed to handling this matter professionally. You confirmed that Hines Homes, LLC was authorized to access the subject property as of February 1, 2018. As you know, your client previously ordered that we cease all activity in June, 2016. Please be advised that my client initiated work on February 2, 2018 and has completely addressed the following issues at the property: • We have obtained a letter of approval, from Hall Engineering Group, Ltd., for the entire foundation of the house. Please find the enclosed Structural Inspection Report dated February 13, 2018. With respect to the windows or doors that were added as part of the present renovation, my client has addressed the windows and doors in bearing walls that need weight bearing headers with full length cripples. v Added joist hangers to all joists that were added as a part of the renovation. ■ Completed the necessary work to ensure that the Stairs as installed meet Code. The stairs were better secured. Our client has remained willing to complete these items since June, 2016, as evidenced in the letter to your office dated December 9, 2016, a copy of which is enclosed for your review. This completes all work which has been billed, even those items for which payment remains outstanding. As an indication of good faith, our client made additional repairs and improvements while at the property this month. The following list details all work recently completed, including those items mentioned above and referenced in the December 9, 2016 letter: February 14, 2018 Page 2 Wall installed in front of the upstairs furnace with access opening for service • All insufficient hardwood treads that were originally provided by the homeowner were removed from the stairs and new 2x12 treads were installed. The stair stringers remain unchanged as they already met code with correct treads installed. All tread dimensions equal 11 1/4" (code is 10" minimum) and risers are between 7" and 7 3/8" (code is maximum of 7 3/4" with maximum 3/8" difference between all riser heights). • The staircase was secured at the top of the staircase with additional wood support as well as hurricane straps. • A 2x4 ledger was installed along the staircase at the exterior wall to function as a nailer for drywall from underneath. The staircase was secured at the bottom by attaching to the floor. • Where a new doorway was installed between the kitchen and the hallway, a double 2x12 header was installed. The window sill in the added gable upstairs was raised to approximately 30" off of the ground. • A double 18" tall LVL beam was installed between the foyer and the living room to the right as you walk in the front door. A wall was installed to enclose the existing gas line and support the beam. Collar ties were installed between all rafters. Ridge beams were installed where needed to support the original house's rafters and ridge. • Framing was installed around the added ductwork upstairs in the small gable. • Joist hangers were installed throughout the project. • Additional support was added to a roof valley upstairs near the staircase. • The wall was completed for the downstairs bathroom. • Studs were added between the kitchen and the hallway. • 2x4s were added to all upstairs rafters, which makes all rafter depths now 8 3/4", which is more than sufficient for insulation. Studs were re -installed where they were removed ty the HVAC installers. February 14, 2018 Page 3 • A structural evaluation was performed by a licensed professional engineer on the house and the garage. The engineer recommended minor improvements to the existing home piers and the use of bricks in the new foundation. These recommendations have been completed and the engineer has signed off on the foundation stating no issues exist. Again, much of the work detailed has not been paid for at this time. As you know, our clients entered a cost-plus contract to complete construction renovation. We honestly believe that all work to have been completed at this stage in the process has been adequately addressed. If Ms. Cezar believes payment has been made for any work which has not been completed, please let us know as soon as possible. We understand she has complaints concerning Jason Pipkin, her previous and current realtor Tony Curtis, and others. While there are issues that need to beaddressed-such as shetrock addressing stru tural andnsa'lers, unfinished fety issues as a framing, unleveled o ceilings and floors, etc. - I am y building inspector with the City of Little Rock. With the old foundation, the right side of home appears to be sagging behind the stairs. The top plates have the sagging ceiling running downhill, etc. With t undre foundation (old and new)tion the house brick ithat n order s not structural masonry. I will need a letter of approval for the entifor home to pass inspection. I did notice that work has been done under the home on the foundation piers. Front porch needs to be rebuilt to meet codes. All rotted will need fie blocks between stud wood needs to rb is at approved roofing material. The backside of the porch soffit level. All dead spaces require draft stops (corner chimney ceiling). A beam needs to be installed in room by front door; has post under top plates now. All openings —windows, doors in bearing walls; need weight bearing headers with full length cripples. All walls over 10' needs fire blocking installed. Joist hangers required on floor, joist pressure blocking not allowed (back hallway, back addition and under house where ledger boarding is not done). All rotted wood will have to be removed and replaced (back door area, left side top, etc.). Stairs do not meet code. There can only be 3/8 inch difference in risers and treads; top of stairs not supported. Gable wall at the right of stairs, as well as 2 inch wall behind stairs need to be fire blocked at top as firestop (top plate). Need full length studs where windows close up, or stack studs. All, rafter framing will require an engineer's letter unless design is changed and support added. No roof bracing is done, the ridges, valleys, and hips are not supported. No joist or collar ties, and the oak rafters are sagging. 2x4 — 2x6 rafters. Rafters are sitting on one top plate. Will have to block under rafters. Rafters not across from each other. Ridge board needs to be at least as wide as the cut of the rafter pitch. This is not a complete list because the framing is incomplete.
