Establishment of District. There is hereby established a municipal property owners' 18 multipurpose improvement district within the Property described herein to be known as Little Rock 19 Municipal Property Owners' Multipurpose Improvement District No. 2026-002 of Little Rock, Arkansas, 20 The Springtree Subdivision Phases 5 & 6(the"District"). 21 Section 2. The District is established for the following purposes,as authorized 2 by Arkansas Code Annotated§ 14-94-101 et seq.,to be done and performed by municipal property owners' 3 improvement districts.: 4 1. Streets 5 2. Curbs 6 3. Gutters 7 4. Sidewalks 8 5. Water lines 9 6. Sanitary sewer 10 7. Storm drainage 11 8. Detention basins 12 9. Utility extensions 13 10. All related public infrastructure 14 Section 4. Commissioners. The following individuals,whose names appear in the petition, are hereby 15 appointed as Commissioners and shall constitute the Board of Improvement of the District: 16 • Darryl Swinton,designated representative 17 • Deborah Bell,designated representative 18 • Yanir Ben Zikri, designated representative 19 Section 5. Findings of Necessity. The Board of Directors finds and declare that there is an 20 immediate need within the City of Little Rock, Arkansas, for the improvements described in this 21 Ordinance and that the creation of the municipal property owners' multipurpose improvement 22 district established herein is necessary and is the only feasible means by which such improvements 23 may be accomplished. 24 Section 6.That the name of the Improvement District shall be Little Rock Municipal Property Owners' 25 Multipurpose Improvement District No.2026-002(The Springtree Subdivision Phases 5 &6). 26 Section 7.Severability.In the event any portion of this ordinance is declared or adjudged to be invalid 27 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 28 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 29 unconstitutional was not originally a part of this ordinance. 30 Section 8. Emergency Clause. It has been found and it is hereby declared by the Board of Directors 31 that there is an immediate need within the City of Little Rock, Arkansas,for the improvements described 32 above in this Ordinance and that the creation of the municipal property owners' improvement district [Page 3 of 4] 1 created hereby is the only means whereby these improvements may be accomplished, which is necessary 2 for the immediate preservation of the public health, safety, and welfare, shall be in force and take effect 3 immediately upon and after its passage. 4 Section 9. Repealer.
