3 A RESOLUTION TO RATIFY THE JUNE 12, 2026 PURCHASE OF
4 EIGHTEEN (18) NEW FREIGHTLINER M2 106 NEW WAY SIDE
5 LOADER REFUSE TRUCKS; TO UTILIZE FUTURE BOND FUNDS
6 SUPPORTED BY THE WASTE DISPOSAL FUND REVENUES; TO
7 EXECUTE THE NECESSARY TRADE-IN DOCUMENTS FOR THE
8 CITY'S FOUR(4)SURPLUS REFUSE VEHICLES TO OBTAIN AN EIGHT
9 HUNDRED THOUSAND DOLLARS ($800,000.00) TRADE-IN CREDIT
10 AGAINST THE PURCHASE TRANSACTION; TO AUTHORIZE THE
11 CITY MANAGER TO ENTER INTO A CONTRACT WITH ARKANSAS
12 MUNICIPAL EQUIPMENT,INC.,IN AN AMOUNT NOT TO EXCEED SIX
13 MILLION, TWO HUNDRED THIRTY-EIGHT THOUSAND DOLLARS
14 ($6,238,000.00) PLUS APPLICABLE TAXES AND FEES, FOR THE
15 PURCHASE OF EIGHTEEN (18) NEW FREIGHTLINER M2 106 NEW
16 WAY SIDE LOADER REFUSE TRUCKS FOR USE BY THE SOLID
17 WASTE DIVISION OF THE CITY'S PUBLIC WORKS DEPARTMENT;
18 AND FOR OTHER PURPOSES.

20 WHEREAS,the City's Fleet Services Department has a need to acquire eighteen(18)new Freightliner
21 M2 106 New Way Side Loader Refuse Trucks to replace older, high-mileage vehicles in the City's Fleet
22 vehicle inventory that require costly maintenance;and,
23 WHEREAS, it is the City's Fleet Services Department's recommendation that four (4) older, high-
24 mileage refuse vehicles in the City's Fleet inventory that require costly maintenance be marked as surplus
25 and traded in to obtain a trade-in credit against the new refuse truck purchase transaction; and,
26 WHEREAS, pursuant to Little Rock,Ark. Resolution No. 16,603 (February 18, 2025), as amended,
27 vendor selection of Arkansas Municipal Equipment,Inc.,for this refuse vehicle purchase was made utilizing
28 Sourcewell Contract No. 110223-NWY;and,
29 WHEREAS, the funds for this purchase of eighteen (18) new refuse trucks are from future bonds
30 supported by the Waste Disposal Fund revenues and paid over the useful life of the assets, or from other
31 funds to be identified by the City;

1 WHEREAS, the total cost to purchase all of the vehicles after trade-in credits is Six Million Two
2 Hundred Thirty-Eight Thousand Dollars ($6,238,000.00) plus applicable taxes and fees at the following
3 price points,and,
4 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS;
6 Section 1.The execution,acquisition,and delivery of the(18)new Freightliner M2 106 New Way Side
7 Loader Refuse Trucks from Arkansas Municipal Equipment, Inc., in the amount of Six Million Two
8 Hundred Thirty-Eight Thousand Dollars($6,238,000.00)plus applicable taxes and fees and the trade-in of
9 four (4) surplus City refuse vehicles to obtain an $800,000.00 trade-in credit against the purchase
10 transaction are hereby ratified and confirmed.
11 Section 2.The City Manager is authorized to accomplish all things necessary to effect the execution,
12 acquisition,and delivery of the eighteen(18)new Freightliner M2 106 New Way Side Loader Refuse Trucks
13 from Arkansas Municipal Equipment, Inc.
14 Section 3. This resolution is adopted to inform the Board of Directors and confirm the execution,
15 acquisition,and delivery of the eighteen(18)new Freightliner M2 106 New Way Side Loader Refuse Trucks
16 from Arkansas Municipal Equipment, Inc., in the amount of Six Million Two Hundred Thirty-Eight
17 Thousand Dollars ($6,238,000.00) plus applicable taxes and fees and the trade-in of four(4) surplus City
18 refuse vehicles to obtain an $800,000.00 trade-in credit against the purchase transaction, within the
19 parameters approved in this Resolution which shall continue in full force and effect.
20 Section 4. Funds for this expenditure will be available from future bonds supported by the Waste
21 Disposal Fund revenues and paid over the useful life of the assets which will be available in Public Works
22 Operating Account No. 603110-72300,or from other funds to be identified.
23 Section 5. Severabiliry. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
27 resolution.
28 Section 6.Repealer.All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
29 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
