3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH GENE SUMMERS
5 CONSTRUCTION, INC., IN AN AMOUNT NOT TO EXCEED
6 NINETY-SIX THOUSAND, FIVE HUNDRED TWENTY-EIGHT
7 AND 00/100 DOLLARS ($96,528.00), FOR THE WELDON AVENUE
8 DRAINAGE PROJECT; AND FOR OTHER PURPOSES

10 WHEREAS, it has been deemed appropriate and necessary to make street and drainage
11 improvements to Weldon Avenue between 40th and 42nd Street; and,
12 WHEREAS,project improvements include construction of new curb&gutter,a concrete
13 lined drainage Swale,new driveway culverts,reconstruction of driveway aprons and related work;
14 and,
15 WHEREAS, Twelve (12) responses to an Invitation to Bid ("ITB"), Bid No. 231709 for
16 Weldon Avenue Drainage were received by the City of Little Rock on May 12,2026; and,
17 WHEREAS, It was determined that Gene Summers Construction, Inc. provided the
18 lowest,responsive,responsible bid meeting specifications.
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
20 THE CITY OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is hereby authorized to execute an agreement for the Weldon
22 Avenue Drainage project with Gene Summers Construction, Inc. in an amount not to exceed
23 Ninety-six Thousand, Five Hundred Twenty-Eight and 00/100 Dollars, ($96,528.00), which is the
24 base bid amount of Eighty Thousand four Hundred Forty and 00/100 Dollars, ($80,440.00) plus a
25 Twenty percent(20%)contingency if it is necessary.
26 Section 2. Funding for this project is from the % Cent Capital Improvement Sales and
27 Compensating Use Tax Funds and the 2018 Capital Improvement Bonds as authorized by
28 Resolution 14803 with funds from Account Activity TS40C39.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
30 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
31 declaration or adjudication shall not affect the remaining portions of the resolution which shall
32 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
33 was not originally a part of the resolution.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
2 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
3 inconsistency.
