Box 166631 Little Rock, AR 72216 Dear Mrs. Buchanan: As late arrivals necessitated the postponement of the Little Rock Historic District Commission (LRHDC) meeting, you are requested to appear before the LRHDC at their 2 March meeting. Approval from the LRHDC is required for the asphalt paving of your properties in the 900 block of Scott: the driveways at 904, 908 and 920, the parking lot on the southwest corner of 9th and Scott and the parking lot driveway on Scott. The asphalt paving of these areas was not approved by the LRHDC, as is required due to their location in the historic district. The design guidelines for the MacArthur Park Historic District state that asphalt paving is not recommended and must be approved by the LRHDC. Also, the parking lot's asphalt driveway on Scott does not have a curb cut and must have LRHDC approval as well. There are Public Work regulations for curb cuts and driveways that must be met. Your appearance before the five -member LRHDC provides you with an opportunity to address your projects and the consideration of the application for a Certificate of Appropriateness for the asphalting of the areas. Issues that the Commission consider are: the driveways as viewed from the street, the asphalting of the parking lot, landscaping, need of a curb cut for the driveway and the driveway's location in relation to the older driveway and to the corner of 9th and Scott, etc. The LRHDC has the jurisdiction to review project improvements on your property even though it is already completed, an after -the -fact situation. With long-established procedures for material changes and physical improvements for structures and sites in the historic district, the LRHDC is committed to upholding the city ordinance and design guidelines for the district. Your failure to attend this meeting may necessitate legal action. Box 166631 Little Rock, AR 722116 Dear Mrs. Buchanan: On behalf of the Little Rock Historic District Commission (LRHDC), I am writing to notify you that your properties in the 900 block of Scott were inspected by the LRHDC. The issue is that the driveways at 914, 918 and 920 Scott Street and the parking lot on the southwest corner of 9th and Scott were covered with asphalt, which is not recommended in the guidelines for the MacArthur Park Historic District; as such, there are established procedures for the change of materials and without prior approval from the LRHDC. You are requested to appear in person before the five -member LRHDC for it to consider an application for a Certificate of Appropriateness for the asphalting of the designated areas. While the work has already been executed, your request will be an "after -the -fact" application. Some of the items that the commission will consider are the driveways as they are viewed from the street, the asphalting of the parking lot (and its required landscaping) and the new entrance for the lot that enters Scott (there is no curb cut, which also has to be approved). A copy of the application form is enclosed for your completion and submittal. You may have someone represent your request before the LRHDC, but your presence at the meeting is encouraged. The LRHDC appreciates your hard work and investment in the historic district, but it is committed to upholding the ordinance and design guidelines for the district. When my husband, Clovis Buchanan (Deceased), and I purchased the property in the early eighties the lot at 900 Scott was already paved. Through the years we have tried to keep the property up and improve the overall looks and appearance. My husband worked for Benjamin Moore Paints and was always careful to pick out colors that would have readily been available around the time the homes were built. I had the opportunity to have the lot at 900 Scott resurfaced recently and at the same time the asphalt company offered me a discount to go ahead and pave my driveways. Since I thought it would greatly improve the looks and overall appearance I agreed to have the driveways paved. I in no way intended to take away from the historic significance of the properties or usurp the authority of the Little Rock Historic District Commission. Please accept this apology and forgive me for my oversight. To pave the parking area, approval from the LRHDC and a permit should have been obtained for the work. Asphalt is not a compatible material in the historic district, as there are more appropriate paving materials that can be utilized. Consequently, you are requested to appear before the LRHDC at its next scheduled meeting on Monday, 29 November at 5:00 p.m. in City Hall's Sister Cities Conference Room to present Your action and work.
