STAFF REPORT AND RECOMMENDATIONS

COA REQUEST: Renovation of exterior, from multiple to single family structure
BACKGROUND AND ANALYSIS: The applicant and his wife closed on the property
recently. Staff talked with the applicant on several occasions regarding COA review
procedures and design guidelines for the historic district. The structure has been a
duplex and has been vacant for several years.
It is the applicant's intention to rehabilitate the interior and exterior to its "original"
appearance and convert its use from a multiple to a single-family structure. The
exterior work (as listed on the attachment) entails: repair and replacement of porch,
roof, siding, windows and painting. A privacy fence, driveway and covered parking will
be added in the rear of the property at a later date.
The subject property is located south of 1-630, on a street that has undergone
significant improvements; two COAs were approved last year for rehabilitation of the
structures (one a 7-unit apartment) into single-family homes. The block's existing land
uses include six single-family structures, two apartments and three vacant lots.
NEIGHBORHOOD REACTION: None to date
STAFF RECOMMENDATION: It is the recommendation of staff that the COA be
approved as submitted with the following conditions:
♦ the rear privacy fence, covered parking and driveway be approved by staff
prior to construction (elevations presented and kept on file);
♦ that a building permit be obtained and that all work meet city code and
regulations;
♦ that repair rather than replacement be the preferred approach to particular
aspects of the rehabilitation (porch, siding, windows);
♦ should the scope of work change, other than what is submitted, staff and the
LRHDC will be notified and appropriate actions taken.
