District Commission on June 11, 2012. The hearing will be held in the Board Room at City Hall
at 500 West Markham on the second floor. The meeting will begin at 5:00 p.m.

The application states that "A description of materials for all exterior surfaces to be used
including but not limited to foundations, walls, windows, doors, roof and exterior surfaces and
details including sizes, manufacturer, model number and color." The following information will
need to be submitted to Staff by Friday May 18 to complete your submittals for the filing. If you
are not including any of the items below, please respond with "not applicable".

COA REQUEST: Replacement of all siding and trim repair/replacement
PROJECT BACKGROUND AND DESCRIPTION:
The subject property is located at 308 Daisy Bates Drive.
The property's legal description is "part of Lot 5 and Lot
6, Block 48, Original City of Little Rock, Pulaski County,
Arkansas."
This building was built in ca. 1890's. The 2006 survey
form states: This asymmetrical two-story Colonial Revival
house has a decorative, arched top window and detailing
in the front facing gable." It is considered a "Contributing
Structure" to the MacArthur Park Historic District.
This application is for replacement of all siding and trim
repair/replacement. Damaged trim around doors and
windows will be replaced with same style and type trim.
PREVIOUS ACTIONS ON THIS SITE:
On June 26, 2008, a COC was issued to Arlene Sullivan for driveway modifications.
On March 31, 2008 a COA was issued to Arlene Sullivan for siding, foundation
modifications, replacing windows, filing in eastern window, fencing, gutters and
new orch over northwest door and removal of porch and steps on southwest door.

PROPOSAL AND WRITTEN ANALYSIS OF THE APPLICATION BASED OFF OF INTENT
AND GUIDELINES:
This proposal is to remove all current exterior siding and replace with five -inch cedar boards
with two-inch overlap resulting in a three-inch reveal. In addition, there may be framing boards
that are rotten and will need to be replaced at the same time. Damaged trim around doors and
windows will be replaced. All new wood will be primed and two coats of paint applied.
The Secretary of Interior's Standard #6 is relevant to this application. It states:
Deteriorated historic features shall be repaired rather than replaced. Where the
severity of deterioration regtlires replacement of a distinctive feature, the new
feature shall match the old in design, color, texture and other visual qualities and,

Learn how the Section 106 review process enables community
participation in federal agency project planning and how it
provides a forum for balancing preservation values with other
project needs. Section 106 of the National Historic Preservation
Act requires federal agencies to assess the effects of their
projects on historic properties and provide the Advisory Council
on Historic Preservation an opportunity to comment. For those
who are new to Section 106 and would like to know what the
process requires, when it applies, who participates, and how a
review is conducted, ACHP staff will provide a basic orientation
in this workshop.

Improve Performance and Reduce Utility Costs
in Historic Homes
Through low -impact, preservation -friendly steps that any
preservation commission will love, homeowners can improve
their historic home's energy efficiency and reduce their utility
costs, often with minimal time and investment, and without
sacrificing historic integrity. A home energy audit can help
property owners develop a comprehensive approach to isolating
and tackling problem areas by identifying effective, high -rate -of -
return solutions. Montgomery County, Maryland, with support
from the Maryland SHPO, provided energy audits to ten historic
homeowners. The audits' results pointed consistently to problem
areas shared by many historic homes, and identified cost-
effective solutions that could be accomplished in accordance
with preservation best -practices.
