SUBJECT: Little Rock Historic District Commission Action on 1422 Rock Street
This memorandum serves as an update on the structure at 1422 Rock, which was declared unsafe
by the city's Code Enforcement Division; subsequently, the division requested demolition of the
structure due to the damage of the January 1999 tornado. As the structure is located in the
MacArthur Park Historic District, any action for demolition requires prior approval by the Little
Rock Historic District Commission.
The 1422 Rock property was before the Commission on three occasions: on 5 August 1999,
when the property owner requested a new roof (the request was denied as required
documentation was not presented within designated time frame); on 2 September, when the City
requested approval for its demolition (deferred for additional information); and on 21 October
and 29 November both of which were deferred for lack of information. At the last meeting, the
request for demolition was scheduled for the Commission's 6 January 2000 meeting.
At the last meeting, it was staff recommendation that the request for demolition be approved;
previous recommendations have been denials for demolition. Due to tornado damages, there
have been eight requests for demolition of structures in the historic district; all were approved by
the Commission and the city. It is reasonable to state that staff recommendations are just that,
only recommendations; the Commission decides each request independently.
