COA REQUEST: Install new roof and enclose front elevation's porch on the north side
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: This structure, known as
the Markwell Apartments, is listed in the architectural survey as a contributing structure; it was
constructed circa 1900, in the Craftsman style. There are four units, two up and two down; prior
to the January tornado, only one unit downstairs was occupied. The subject property is located
south of I-630, on the northwest corner of Rock and 15th streets. The structure immediately north
of subject was destroyed by the January tornado and demolished per LRHDC's approval. The
property has been under the present ownership for two years.
The proposed request encompasses the installment of a new roof, changing its pitch and
rehabilitating its exterior. The request also is to enclose the porch on the front elevation, the
northern -most, so that it would be similar to the enclosed southern porch. When the work is
completed, the exterior will be similar in appearance to the enclosed photo, both in terms of roof
pitch and porch enclosures.
NEIGHBORHOOD IMPACT AND REACTION: This structure is important to the
neighborhood due to its location, size and style. Across the street to the east, five structures are
slated for demolition and one is already down. To date, there has been no neighborhood reaction
(adverse or other) regarding the proposed rehabilitation of the structure.
STAFF RECOMMENDATION: It is the recommendation of staff that the project request of a
new roof be approved with the following conditions:
♦ due to the time period that the structure has gone without a roof, the project must be
underway within three months of approval.
♦ the structure must meet all building requirements and regulations for the "welfare and
safety" of the public.
♦ should the project scope change that requires additional approval or administrative
review, the applicant will notify LRHDC staff.
