COA REQUEST: Demolition of structure due to tornado
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is
located -south of I-630, in the area heavily damaged by the January tornado. The structure is on
the northwest corner of Rock and 15th streets. This structure was the Markwell Apartments,
constructed circa 1900 in the Craftsman style; it is listed in the architectural survey as a
contributing structure. The staff report for August contains additional details of the structure's
historical and architectural significance.
There are four units, two up and two down; prior to the January tornado, only one unit
downstairs was occupied. This property was before the LRHDC at its August meeting for a new
roof, the request was deferred until roof drawings were submitted. The property was presented at
the September meeting for its demolition by the City Code Enforcement Division. The request
was deferred for three months or until the property owner makes a decision as to whether he
wants a new pitched roof (as presented at the August meeting) or if he wants the structure
demolished. In late September, the applicant presented staff with a written document stating that
he wants the structure demolished.
NEIGHBORHOOD IMPACT AND REACTION: The two -storied structure to the north,
owned by Fred Nelson, was demolished by the owner due to the extensive tornado damages. The
subject property is the only structure on this side of the block requesting demolition. The six
homes on the east side of Rock were demolished this summer. At the time of distribution, there
were no objections to the demolition request either by letter or phone.
STAFF RECOMMENDATION: It is staff recommendation that the request for demolition be
denied; it is in fair condition, has not suffered the interior damage, its architectural integrity has
not been compromised dramatically, and it is feasible for the structure to be rehabilitated. The
property owner must board and secure the structure (temporary roof, windows, etc.) and make
substantial efforts to sell the structure for rehabilitation.
