This letter serves as confirmation that you and I met on 7 February to discuss the
structure located at 1414 South Rock Street. As it is located within the boundaries of
the locally designated MacArthur Park Historic District, there are certain guidelines and
procedures that must be followed in the rehabilitation of the house.
The Little Rock Historic District Commission administers the regulations and guidelines
of MacArthur Park district, which involve only the exterior facades of a structure (roof,
windows, siding, fences, outbuildings, architectural details, etc). Last week we
discussed the procedures for appearing before the commission and obtaining a
required Certificate of Appropriateness (COA). While there is no cost for a COA
application, an applicant does incur costs for the required notification of adjacent
property owners. Last week you will given a copy of the district's design guidelines, a
1997 schedule of commission meetings and respective deadlines; enclosed you will find
a COA application and instructions as promised.
Prior to rehabilitating the house (i.e., one - three months before), you must return the
completed application and required attachments into my office. An appearance before
the commission then will be arranged.
As mentioned, it is the intention of you and your husband to convert the multiple -family
back into a single-family structure, and this is always a positive sign for a structure
situated within a national and local historic district. I wish you both luck in securing and
rehabilitating the structure as your future home. Please call me if you have questions.
