The following items are not in compliance with the Certificate of Appropriateness but are not detrimental to the appropriateness of the house to the neighborhood: 1. Windows on the north side of the structure are further apart than shown on the plan. 2. The front window facing Rock Street is centered instead of being to one side. 3. The battens on the south wall bump -out are thinner than proposed. 4. The siding on the house is smaller that proposed. The Certificate of Appropriateness states that the "Project is to be completed as submitted and amended by Applicant and as approved by the Historic District Commission in the April 25, 2011 hearing with the following clarifications." This Certificate of Appropriateness was signed by the applicant and Staff on April 29, 2011. It is attached to this memo. The following items will have to be finished before a Certificate of Occupancy can be issued: 1. The walkway to the street from the house was described as "12. Walls to street sidewalk will be permeable rocks with a 4x4" timber border." The current condition of the walk is that there is a sand bed laid with no timber edging. 2. Pertaining to the public sidewalk, the Certificate of Appropriateness states "14. Herringbone sidewalk on public sidewalk to remain." The plan submitted as part of the application states, "Existing herring bone sidewalk @ Rock St to remain with new north connection to existing concrete sidewalk to be concrete." Currently there is a trench between the herringbone brick sidewalk and the new concrete sidewalk. The old and new sidewalks do not line up either vertically or horizontally. This is, I believe, an ADA issue and should be resolved with additional concrete or reworking the existing brick pavers.
