Property Survey – A survey of the property conducted within the past five years is required. 6. Site Plan – showing all proposed improvements including all driveways, parking areas, fences, property lines, new and existing structures, and setbacks. 7. Architectural Drawings - drawings indicating the designs of each elevation of the proposed structure, preferably scaled drawings As we have not received the above items and, as far as I am aware, public notice requirements have not been met—including picking up and posting the public notice yard sign—your application will be deferred to the next scheduled meeting on Thursday, June 5th. 2 I can go ahead and answer your questions below for your preparation of the June 5 th meeting. I’ve also attached a meeting handout in case it is helpful. 1. There is currently no presentation time limit. 2. The agenda item packet, inclusive of the application and staff report for each item, is sent out to the Historic District Commission one week before the public hearing and is also posted online for public view. 3. At the time of “Petitioner’s or Applicant’s Presentation” in the public hearing order, you may chose to provide a presentation to the commission, make any clarifying points you’d like to following the staff report, and make general statements of the application. That is your time to provide additional or repeated information for the commission on the item. Following, the commission may have questions of you. You can choose to not give a presentation and just say you are open for questions. 4. The commission’s determination will occur during the meeting through a formal motion and vote. After the meeting, I will put that determination in writing and through the COA permit, if granted. 5. If the commission determines that the application should be approved but on certain conditions, sometimes a condition will note to provide the final product or material to staff for final approval. 6. Material samples are always helpful to provide, especially when proposed material replacement. I read that the presentation time is limited to 30 minutes. 3 I assume other people are on the agenda to present their projects. Will the members have already previewed the information I sent? Am I doing a speaking presentation of the project or are they just asking me questions? Do I leave after my project is discussed or stay for the rest of the meeting. I am assuming I will get asked questions. Will I get the decision information in the meeting, or will it be provided later Is it likely that something may be asked for that will require me to provide information after the meeting? Do I need to provide more pictures or anything else? If I can get samples of the roofing and siding to show is that beneficial? Any insight as to the procedures of the meeting will be appreciated. In addition to the referenced needed documents below, we have not yet received a list of property owners situated within 200 feet as certified by a licensed abstractor. You will need to get this list from a licensed abstractor, provide a copy of the document to staff, and utilize this list for sending out public notice letters via certified mail. Please let me know if you have any questions regarding the requested submitals or public notification requirements. Please see attached filing fee receipt for your records. This is a confirmation that your application, HDC2025-010, for demolition, alterations, and new fencing at 1116 Rock Street will be heard before the Little Rock Historic District Commission on May 1st, 2025. The hearing will start at 4:00pm in the Board Room at City Hall at 500 W. Markham, Little Rock, 72201. Please follow instructions exactly for public notification requirements as outlined in the COA application document. Please remember to send staff a copy of the completed public notice letter with the correct public hearing date, location, and time and signed by the applicant before mailing the letter out to surrounding property owner. The public notice letter must be legible and reflect the full scope of work for the requested project. Notices must be postmarked no later than Thursday, April 17, 2025. Please provide a photo of the public notice yard sign(s) at the front of the property, visible from the public right-of-way by this date as well. After reviewing them, I noticed a few missing items and have some questions regarding the proposal. Missing Documents: 1. Cover Letter – Please include a cover letter outlining the full scope of work for the commission to review. 2. Property Survey – A survey of the property conducted within the past five years is required. Questions/Clarifications: 1. Demolition of the Smaller Rear Accessory Structure: o In the provided illustration, this area is labeled as "driveway?". Are you proposing to install a driveway or pavement at this location after the demolition? 2. Repair of the Larger Rear Accessory Structure: o The product information you provided for LP SmartSide, an engineered wood siding, suggests you plan to replace the exterior wood siding. Is this correct? o Additionally, the product information mentions corrugated metal roofing. Will this be used for repairs or a full replacement of the roofing? 3. Shed Rebuild: o Your material list mentions the rebuilding of the shed. Does this imply you intend to demolish and rebuild the shed entirely? Hannah While preparing the documentation, I came across emails from you dated January 4, 2022, and to Brian dated December 29, 2021. Your email stated the first addition to the barn was likely 1939, which probably was a garage-type structure since there is a vintage concrete pad in that area. You stated a footprint of ancillary structures is shown on Sanborn maps circa 1897. Sometime in the mid to late 1980s my brother added the second structure to use for a kiln. Several factors have caused me to have second thoughts about tearing down the two structures and fencing the area. I am going to continue with the process of the COA and related documentation. I will adjust as is necessary These are: Most important is that this structure provides a buffer to the back west and south side of the property. As a result of these structures being in place, from a site vantage point, they provide a continuation of the barn building and the historical element of the site and area. A security element with solid walls that prevents regular foot traffic from trying to enter to pilfer contents or use as a resting place out of the elements. Both of these situations have previously happened. 8 The buildings provide a barrier from the service road exit on the south side. Traffic at the stoplight is not visible from the backyard with the buildings in place. Recent new construction on 630 now generates additional traffic to use the westbound exit to Main/downtown. Some of this traffic is now tractor-trailor trucks that turn left at the light and exit on the eastbound service road or other streets in the area. With the tear-down plan, a fence would be needed. A six-foot fence would not be sufficient screening for the area. since the current fence is an 8 ft fence. The walls of the additions block the view of the people using the elevated sidewalk on top of the embankment. Thanks for your help with this project. Regards Linda Pollock
