Good morning, Thomas,
Thank you for your call this morning regarding the roof replacement project at 922-924 Cumberland
Street.
The property at 922-924 Cumberland is within the MacArthur Park Local Ordinance Historic District. The
goal of the local ordinance district is to protect and preserve the unique and valued qualities of such an
area, its urban design, architectural character, and historic materials in buildings and in landscapes. A
property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock
ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior
renovation of structures, additions, fencing, or other site features requires the issuance of a Certificate
of Appropriateness either administratively approved by staƯ or reviewed by the Little Rock Historic
District Commission at their regularly monthly public meetings.

In this section, you will find information regarding the HDC, the design guidelines, the application
process, and other resources.
The roof replacement of three-tab shingle with architectural shingle can be administratively reviewed by
staƯ, as this is not considered ordinary maintenance. A Certificate of Appropriateness can be provided
pending additional submittal requirements: a completed COA application (page 5 only), photographs of
the existing roof (front and rear), proof of ownership, and list of materials (you can provide a link to the
replacement material). The owner, or their authorized agent, will need to complete the Certificate of
Appropriateness application—Page 5 of the attached application packet—and return this for review
along with the requested submittal documents. Please make sure the description provided in the COA
application is reflective of the full scope of work for this project. You are welcome to provide these
documents via email.
