BACKGROUND AND ANALYSIS: ie agent is acting on behalf of the owners (Ray
Weber and Paul Dorman) who acqui:-,3d the property in 1998. Weber's great
grandfather built the house, which is circa 1890s Queen Anne residence with
remodeled Craftsman details; it is lis'LA as a contributing structure. Prior to its
purchase, it served as a rental grope 7ty for several years. Staff has talked with the new
owner regarding design guidelines a, ,d COA procedures; they received a building
permit and an administratively appro- ,ed COA for routine maintenance and repair.
Project Description: The proposed garage project is 880 square feet (22' x 40') and is
sited on the rear of the property, along the alley in a north/south manner_ The structure
is of board and batten construction v.,"Lh a steep roof of composite shingle. The gabled
ends (north and south) have slatted -ants; the east elevation has a centered door and
portico, a window south of the door a -rid a paneled overhead door to the north; and the
west elevation has four overhead paneled steel doors. The structure is approximately
10' in height to roof eaves and approximately 21.6' to roof peak from finished floor
elevation. The overhead doors are r:.-)proximately 8' x 7' and spaced approximately 1'/�
apart on the west elevation. There is- an existing perimeter wooden privacy fence in the
rear yard.
Other new construction is a bay entry .ice on the rear of the single-family structure; the
three bay windows match the existin, in scale and proportion; the roof is metal standing
seamed; a new dormer on the rear a the second level matches existing wooden siding,
architectural trim and detailing; a chi;- iney on the structure's west elevation matches
existing brick; and a whirlpool is loca', A in the rear yard area.
The project requires application to th, : Zoning Board of Adjustment for a rear yard
setback variance in order to construe the garage. The district doesn't have setbacks
for accessory buildings; 20' from the -�ar yard is required. Its public hearing is 27 July.
Project Analysis: The design guide' nes (page 40) state that outbuildings should be:

shape, materials and roof shape. In ': arms of meeting the four recommendations (scale,

The subject property is located north _,f 1.630, the third structure from the corner of 11th
and Rock (which dead ends into 1-63`). Existing land uses on the block include: one

single-family structure; apartments c:- the north and west, a duplex on the south; and
Fashion Park Cleaners to the northw Est. Three outbuildings are on this block, one of
which is a garage adjacent to the '.here are several outbuildings/garages in the
neighborhood.
NEIGHBORHOOD REACTION: No: -.a to date
STAFF RECOMMENDATION: It is V : recommendation of staff that the application be
approved as submitted with the cone; :ion that the Zoning Board approve the variance.

as the existing and providing security. After questions (removal of the garage's
foundation, etc), the staff recommendation was entered into the record. The request to
demolish the structure (concrete foundation included) and replace it with an existing
fence was made into a motion; a vote was taken, and it was approved unanimously.
The third application considered was:
Applicant: City of Little Rock
Address: 1410 Commerce
Request: Demolition of garage, south section
Purifoy presented the request; he stated that due to the structure's unsafe condition
and its prior approval for demolition, its demolition should be approved. A motion was
made to approve the request for its demolition; it was approved unanimously.
The next application was:
Applicant: John Jarrard, Agent
Address: 1112 Rock
Request: Construction of garage
The agent and architect, John Jarrard, acting on behalf of the owners, presented the
proposed elevations and plans. The staff recommendation was entered into the record.
Jarrard, explained the new construction of the garage and its relationship with the main �-
structure; he also detailed the improvements to the structure's rear or west elevation
(new chimney replacing one removed, dormer, etc). Questions were asked about the
materials to be used for the garage, roof pitch and compatible building materials for the
improvements. There was a motion to approve the COA as submitted; it was
approved unanimously. Staff entered into the record the opinions of the state Historic
Preservation Office, which supported staff recommendations of all the applications.
The last application was:
Applicant: Robert Perry
Address: 1415 Rock
Request: Renovation of structure's exterior
Perry presented the request; he stated that the facades would be retained as much as
possible, but would require the removal of a door in the rear, due to the conversion of
the structure from a triplex into a single-family structure. Estimated costs are about
$50,000; the work will be subcontracted. The proposed work was reviewed and
discussed regarding particular items of rehabilitation, such as the artificial siding will be
removed and replaced with appropriate materials. The rear yard driveway, covered
parking and privacy fence were discussed. The staff recommendation was read into
the record, which was to approve the application with conditions. A motion was made
to approve the application request with conditions; it was approved unanimously.

The project required application to the Zoning Board of Adjustment for a rear yard
setback variance in order to construct the garage. As the district doesn't have setbacks
for accessory buildings (requiring a 20' rear setback), the applicant requested a 5 foot
variance for the garage setback. The hearing on 27 July approved the variance.

STREET TO RESTORE FOR SINGLE FAMILY USE. THE PURCHASE RETURNED
TO FAMILY CONTROL THE HOUSE BUILT BY RAY WEBER'S GREAT-
GRANDFATHER.
MR. WEBER AND MR. DORMAN ARE ASKING TO BE ALLOWED TO BUILD A
GARAGE FIVE FEET FROM THE REAR PROPERTY LINE. IT IS THE ORIGINAL SITE
OF A CARRIAGE HOUSE LONG AGO REMOVED. BY LOCATING THE GARAGE
NEAR THE REAR PROPERTY LINE ADEQUATE YARD SPACE WOULD BE
PRESERVED AND THE NEW BUILDING WOULD MAINTAIN THE EXISTING
CHARACTER OF UTILITY BUILDINGS BUILT NEAR THE ALLEY. THERE ARE
UTILITY BUILDINGS ON THE REAR PROPERTY LINE NORTH AND SOUTH OF THIS
SITE AND THROUGH OUT THE NEIGHBORHOOD.
THE DESIGN OF THE GARAGE WITH A STEEP ROOF AND BOARD AND BATTEN
CONSTRUCTION WILL RELATE TO NEIGHBORHOOD BUILDINGS. CLAD WOOD
4/4 WINDOWS PROPORTIONED TO THE GARAGE ECHO THE WINDOW TYPE
PRESENTLY IN THE HOUSE. THE GARAGE DOORS WILL BE STEEL EMBOSSED
"PANEL" DOORS AND ROOFING WILL BE COMPOSITION SHINGLES MATCHING
EXISTING ROOFING ON THE HOUSE.
