Anne Guthrie DATE: 27 January 2000 APPLICANT: Charles Evans ADDRESS: 1310 Rock Street COA REQUEST: Demolition of structure PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is located south of I-630. The structure is sited on the west side of Rock, between 13th and 14th streets. The subject structure, constructed in the early 1900s, is listed as non-contributing in the MacArthur Park Historic District 1988 architectural survey due to the application of artificial siding. The 1978 architectural survey of the MacArthur Park and Governor's Mansion areas did not register this structure. Its condition is poor due to the time period that it has been vacant. On the same block as the subject structure, four structures were demolished in 1993 due to their structural deterioration and use as drug centers; three were contributing, with construction dates ranging from 1899 to 1920. On the east side of the 1300 block, is property owned by the Arkansas Highway Department as an easement for I-630; it is unimproved. NEIGHBORHOOD IMPACT AND REACTION: The subject property is the only structure on the west side of the block and the only structure in the 1300 block; the east side of the street is vacant land, which serves as an easement. The structure sustained minimal damage from the 1999 tornado. At the time of distribution, there were no objections to the structure's demolition request by letter or phone. STAFF RECOMMENDATION: It is staff recommendation that the request for demolition of 1310 Rock Street be approved on condition that a COA request for construction of a new single family home be submitted to the LRHDC wit Feb. 25, 2000 Little Rock Historic District Commission 500 West Markham Street, Suite 120W Little Rock, AR 72201 Dear Commissioners, I am writing this letter to you asking that you would approve my application for a Certificate of Appropriateness to demolish the structure at 1310 Rock Street. Mr. Evans has informed us that he has no intention of living in the structure and plans to have the house demolished and replaced with new construction acceptable to and in compliance with the Historic District Commissions' guidelines. The following is a list of items that need addressing: 1. The entire roof of the structure needs to be replaced. Estimated cost between $6,500 - S7,500. 2. The entire electrical system of the structure will have to be replaced. Estimated cost between S5,000 - $6,000. 3. The house needs to be replummbed. Estimated cost S5,500 - S6,500. 4. A new sewer line would be necessary. Estimated cost S2,500 - $3,500. 5. An additional bathroom would be preferable. Estimated cost $5,500 - $6,500. 6. Remodel existing bathroom. Estimated cost $3,000 - $4,000. 7. Due to a lack of insulation, the need to replumb, the necessity of a new electrical system and cracked walls, the interior of the house needs to be gutted, insulated, drywalled, finished, primed, and painted. Estimated cost $14,000 - $16,000. 8. Installing new kitchen with custom cabinets. Estimated cost $9,000 — $11,000. 9. Remove floor coverings, level floors, and install hardwood flooring. Estimated cost S6,500 - $8,000. 10. Purchase and install 12 new windows. Estimated cost $2,500 — $3,500. 11. Purchase and install exterior and interior doors. Estimated cost $1,750 - $2,500. 12. Exterior shingle siding removed and replaced with wood lap -siding, primed and painted. Estimated cost $10,000 - $12,500. 13. Landscaping of site. Estimated cost $4,000 - $5,000. 14. Installing a HVAC system. Estimated cost $6,000 - S8,000. Total estimated costs $81,750 - $100,500.
