HomeMy WebLinkAbout17064 1 RESOLUTION NO. 17,064 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH BROWNE, BORTZ & CODDINGTON INC. 5 D/B/A BBC RESEARCH & CONSULTING, INC., IN AN AMOUNT NOT 6 TO EXCEED EIGHTY-NINE THOUSAND, NINE HUNDRED NINETY- 7 NINE DOLLARS ($89,999.00) FOR THE DEVELOPMENT, 8 IMPLEMENTATION, AND STAFF TRAINING FOR A SMALL AND 9 LOCAL BUSINESS ENTERPRISE (SLBE) PROGRAM, FOR A TERM 10 NOT TO EXCEED TWO YEARS; AND FOR OTHER PURPOSES. 11 12 WHEREAS, the City completed its 2025 Disparity Study and presented the results to the Board of 13 Directors in the Fall of 2025; and 14 WHEREAS,one of the recommendations from the 2025 Disparity Study was to establish and create a 15 small and local business enterprise program to encourage utilization of small and local businesses in city 16 procurement; and, 17 WHEREAS,on February 27,2026,the City issued a Request for Supplier Qualifications No. 224322: 18 Small and Local Enterprise Program;and, 19 WHEREAS, the City received six (6) responsive submissions which were evaluated by a selection 20 committee approved by the City Manager; and, 21 WHEREAS, this selection committee determined that BBC Research & Consulting Inc. is the most 22 qualified firm to provide program development services and training to City staff for implementation of the 23 new Small Business program; and, 24 WHEREAS,the total cost for BBC to provide Small Local Business Program development,training, 25 and implementation services is Eighty-Nine Thousand, Nine Hundred Ninety-Nine and 00/100 Dollars 26 ($89,999.00),as per the quote attached hereto as Exhibit A. 27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The City Manager is authorized to enter into a contract with Browne Bortz & Coddington 30 Inc., doing business as BBC Research & Consulting Inc., in an amount not to exceed Eighty-Nine 31 Thousand,Nine Hundred Ninety-Nine and 00/100 Dollars($89,999.00),to provide program development 32 services and training to City staff for implementation of the new Small Business program for a period of 33 two(2)years. Funding for this contract will come from funds remaining in the Disparity Study Special 2 Project Fund Account No. 108129-S100518. 3 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 4 of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication 5 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the 6 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. 7 Section 4. Repealer.
