3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH GULF STATES DISTRIBUTORS, IN AN
5 AMOUNT NOT TO EXCEED SEVENTY-NINE THOUSAND, TWELVE
6 AND 50/100 DOLLARS ($79,012.50), PLUS APPLICABLE TAXES AND
7 FEES, FOR THE PURCHASE OF 300 CASES OF AE9AP MM
8 AMMUNITION TO SUPPLY THE LITTLE ROCK POLICE
9 DEPARTMENT WITH AMMUNITION FOR DUTY AND TRAINING
10 PURPOSES;AND FOR OTHER PURPOSES.

12 WHEREAS, it is critical that the Little Rock Police Department ("LRPD") be equipped and trained
13 with reliable tools and equipment;and,
14 WHEREAS, there is a need for LRPD to make its annual bulk ammunition purchase of duty and
15 training ammunition to secure a consistently priced, stable ammunition supply to support departmental
16 training, certification,and operational readiness; and,
17 WHEREAS, pursuant to Little Rock,Ark. Resolution No. 16,603 (February 18, 2025), as amended,
18 vendor selection of Gulf State Distributors to supply bulk ammunition was made utilizing Arkansas State
19 Ammunition Purchasing Outline Agreement No.4600050066; and,
20 WHEREAS,per Gulf States Distributors' Quote attached hereto as Exhibit A,the total cost to purchase
21 300 cases of AE9AP mm ammunition is Seventy-Nine Thousand,Twelve and 50/100 Dollars($79,012.50),
22 including applicable taxes and fees.
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
24 LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into a contract with Gulf States Distributors in the
26 amount of Seventy-Nine Thousand, Twelve and 50/100 Dollars ($79,012.50), including applicable taxes
27 and fees, for the purchase of LRPD's 2026 bulk ammunition purchase of 300 cases of AE9AP mm
28 ammunition for duty and training use.
29 Section 2. Funds for this purchase are allocated in the following Account Nos.:
30 a) Little Rock Police Department Hand Tool Account No. 105220-60050- $55,762.50; and;
31 b) JAG Grant Account No.270529-60050-G52DF24A- $23,250.00.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 4. Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
5 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
