COA REQUEST: Demolish structure, repair garage apartment and construct a privacy fence
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The property is located
south of I-630 on the west side of Rock Street. The one -and -a -half storied single family structure,
constructed circa 1890s, is in the Colonial Revival style and listed as contributing in the
architectural survey of the MacArthur Park Historic District.
The project request entails the demolition of the single family structure due to its poor condition.
The owners have owned the property for 10-12 years, and the structure has been vacant about the
same period. The owners purchased the site as repossessed property; previous ownership were
"slum owners." The structure suffered extensive damage from the 1999 tornado, with the
removal of the porch and parts of the roof and foundation problems.
The repairs to the garage apartment are superficial and will use similar techniques, materials and
styles. The request to extend the privacy fence from 1410 to the 1406 lot is along the alley (west)
side, along the -north and east (front) sides. The fence is six feet of wooden fence with two feet of
lattice --. total height of eight feet. It is. unclear from the documents what the setbacks are for the
fence, its construction, fence openings (gates), etc. While there are no descriptions of either fence
type, the accompanying photos depict existing area fences for the two types.

NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no
objections, by letter or phone, to the applicant's request.
STAFF RECOMMENDATION: It is staff recommendation that the request for demolition of
the architecturally., contributing structure be deferred for six months to enable the owners
to place the structure on the real estate market.
Repairs to the garage apartment should be approved conditionally --that they
abide by the design guidelines in terms of repairs; will keep staff current on their
progress and notify staff if there are changes.
The request for a fence along the lot's (1406) perimeter should be approved
conditionally --the fence height will not exceed six feet and will follow the visual
line of the 1410 house. Fence construction should meet the proscribed setbacks
for the district or have an approved variance to exceed the height and setbacks.
Should there be changes from what was discussed and approved, staff will be
notified and appropriate measures taken.
