COA REQUEST: Demolition of structure due to tornado damage
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: This is a circa 1905
Colonial Revival residence, which is listed as contributing to the MacArthur Park Historic
District. The structure has served as rental property for several years. The structure is listed as
destroyed on two of the tornado damage assessment listings, that by Public Works and the
Arkansas Historic Preservation Program; the structure was added to the city ordinance for
demolition due to the extensive tornado damage.
The present condition of the structure is that it is off its foundation, missing a roof and lacking
structural integrity; had immediate measures been taken to secure it from the weather after the
tornado, the structure may have been salvaged.
The subject property is located south of I-630 and is located on the east side of Rock (Block 54),
the first house from the corner of 14th that faces Rock. This block was hit hard by the 21
tornado, especially the east side of Rock. The majority of the structures on the block have been
approved for demolition; this is the only structure on the east side of Rock that has not been
before the LRHDC. At present, the structure at 1414 Rock, approved for demolition, has already
been taken down. On 15 April, the LRHDC approved four structures on the west half of Block
54 for demolition: 1409 Rock; 403 and 407 East 14th; and 400 East 15th.
NEIGHBORHOOD IMPACT AND REACTION: None to date.
STAFF RECOMMENDATION: It is the recommendation of staff that the project be approved
with the following conditions:
♦ that the QQA is notified that the structure is to be demolished so that measures may be
taken to secure any salvageable architectural elements (molding, doors, windows, etc.),
which may be recycled
