Emergency Measures for Approval
Due to damages caused by the January 21 tornado, the Little Rock Historic
District Commission (LRHDC) held an emergency meeting on January 28
to outline procedures for properties located within the MacArthur Park
Historic District. The normal procedures for obtaining approval of an
application for a Certificate of Appropriateness are altered in the following
fashion:
♦ There will be a LRHDC meeting every Thursday, starting
February 11 (meetings will be held at the Sister Cities Conference Room,
second floor of City Hall, Markham and Broadway streets, Little Rock)
♦ Verification of adjacent property owners is by one of
three means:
- signatures of property owners (form provided by staff)
- a certified listing from the county assessor's office
- a licensed abstractor
♦ Notification to adjacent property owners may be made by
certified mail or hand delivered
As with the city ordinance requirement, applicant must provide notification
to property owners located within 150 feet or adjacent to subject property,
as determined by staff; notification must be sent out within ten (10) days of
the meeting and contain the applicant's request and meeting time and
date.
Subject property must be posted with green sign as provided by staff

AFFIDAVIT
As the applicant for a Certificate of Appropriateness (COA) before the Little Rock Historic
District Commission, I elect to utilize this method of notification of affected property owners due
to the declared state of emergency conditions in the MacArthur Park Historic District.
I understand that a licensed abstractor is required ordinarily to certify a list of the affected
property owners as a component of my COA application; however, under the emergency
conditions, I certify and affirm that the following signatures represent:
property owners of adjacent properties or property owners within 150 feet
I certify and affirm that the affected property owners have been notified of my COA application
for the subject property located at the following address:
I certify and affirm also that the affected property owners: a) have been notified of their
opportunity to attend the public hearing concerning my application that will be held on Thursday,
1999 in the Sister Cities Conference Room, City Hall, 500 W.
Markham, Little Rock; and b) have been informed that they may contact the Historic
Preservation Administrator at 244-5420 for further information concerning my application.

I also understand that, having elected to utilize this method of notification, it is solely my
responsibility to determine the identity of and provide notice to, all affected property owners. In
the event that an affected property owner has been inadvertently omitted from the above -
referenced listing, I understand that the omission may affect the disposition of my application for
a COA. In recognition of my responsibilities, I hereby release the City of Little Rock from any
and all liability that may result in my use of this method of notification to property owners.
