Land Surveyor 11215 DESCRIPTION OF PROJECT In compliance with the MacArthur Park Historical District, the subject project has been designed as a new structure within the MacArthur Park area to appropriately relate to its surroundings and in no way to detract from the special amenities of significant structures in the MacArthur Park area. The proposed structure meets the relatedness criteria by conforming in design character, materials, color, shape and size with other significant structures located on the 1100 block of Rock Street, including, also, the adjacent blocks and other structures located on the same side of the street. RELATEDNESS CRITERIA Criteria Group I --Qualities of the,Block 1. RHYTHM OF SPACES BETWEEN BUILDINGS The units will be located on the northeast corner of 1Ith and Rock Street. In the immediate block there are currently five other properties. The facades of these properties present tall vertical elements, Two ❑f the structures are three stories. The other two building are one story having floor to ceiling height in excess of 11 feet. The apartment units will serve as a visual anchor in the street scape of the block. In overall building height the units will be slightly lower than the single story home that is on the adjacent lot. The building height will be under 35 feet. A combination of end gables and a vertical roof outline are elements which are featured in the building design. The broad moldings and casings used as architectural details in the design of the structure are prevalent in many of the surrounding dwellings. The use of verandas and decks as design elements enlist themes that persisted during the period of the original construction of the area as well. They have been integrated into the architectural plan. The stairway to the second floor is concealed behind a visually strong vertical element located on the south facade. In addition to hiding the stairs, the vertical feature adds a degree of energy to longest face of the building which otherwise would be less exciting. Front property set back will echo those of adjacent properties as well as respecting the code requirements. The elevations of the lots are approximately 1 1/2 feet above the sidewalk. This elevation will not be altered. 2. CHARACTER ❑F SPACES sURRQUNDlNG BUILDING The size of the building in both volume and site footprint are in keeping with the related structures. The gross footprint is 2,153 square feet. The total building is 4,277 square feet. The property adjacent to the units is the principal residence of Mr. & Mrs_ Felton L. Lamb Jr. They are the developers of this project. Because of their current and future role as both owner and adjacent neighbor every effort has been made to provide a property that is both charming in character as well as functional in design. Planting and landscaping will be developed t❑ accent the property and blend with the existing site features in the neighborhood. All landscaping will be done in compliance with the landscaping ordinance of the City of Little Rock. In addition there are some existing trees that will be maintained adding t❑ the beauty of the new site. All of the side and rear yards meet set back requirements. 3. STREETSCAPE The existing sidewalks are adequate for access to the individual units. In a few areas some sidewalk sections will have to be replaced because of damage caused by heavy equipment previously used to install new street lighting in the neighborhood. The existing rock wall that frames the property on the front facade will be enhanced by the addition of iron -wrought fencing designed to repeat the round -headed palladian windows that are interspersed throughout the building design. Additionally, stockade fencing will be used to shield the property from the rear parking area, thus creating an atmosphere of privacy and quiet. Criteria Group II - Qualities of the Building Form 4. HEIGHT TO WIDTH R ATID The relationship of height to width are critical to architecture erected during this period. In the case of this block of Rock Street the ratio is approximately 2 - 3 height to width. The complex will be similar in height to its neighboring buildings. 5. BUILDING SHAPE The building is basically a two-story rectangle with verandas and entry canopies. The tower form turned at 45 degrees on the corner is a detail used to dramatize the corner lot lnearien_ It emphasizes the corner as an intersec two streets highlighting this element t architecturally and philosophically. COLOR The building exterior finish materials will be in keeping with the character of the neighborhood. The interplay between the vertical and horizontal elements will be aided by the judicious selection of color scheme. The structure will be a warm toned beige accented with contrasting earth tones creating a tricolor painting scheme typical of the historical flavor of the neighborhood. The fascia, casings, windows, doors and canopies will be boldly accented emphasizing these unique architectural elements. 7. MATERIALS The exterior wall material will be 4 inch bevel siding. These walls will be insulated providing superior energy efficiency, consequently reducing the utility costs of the occupants. 8. OPENING Because of the nature and use of the interiors each space is designed to provide individual heating and cooling. Large sash windows are used to afford each living space maximum visual exposure to the surrounding vista. For vertical effect, large pane windows without an intermediate mullion will be used. 9. FACADE ACCENTUATION Historically sensitive details are included lending an authentic look and feel to the structure. Lattice -work, fascia, moldings, and the glazed areas are to be accented with color in keeping with a historical theme. Round headed Palladian windows, typical of American domestic architecture of the time period of neighborhood construction will be used to add interest to the facade of the gabled areas. Large sash windows without dividing panes will be used to provide a counterbalance in form as well as opening up the structure for the occupants to view the out-of-doors. The verandas harken to the days of traditional Victorian edifices. 10. ADDITIONAL STRUCTURE --A PRIVATE GARAGE A private garage located on Lot 4 of Block 58 is planned providing parking for three vehicles on the first level and a studio space on the second level. In keeping with the architectural themes of adjacent structures, the central portion of the garage will incorporate palladian style windows playing against the large rectangular shapes of the garage door openings and the sash windows. To either side of the second floor studio, lattice work walls will be erected forming roof -garden decks for the centrally located studio space. The design of the second story maximizes the exposure of the roof -garden orientation providing both a northern and southern light for the structure -- ideal for its intended purpose. 11. LEGAL DESCRIPTION The apartment complex and private garage will be located on Lots 4,5,and 6 of Block 58, Original City of Little Rock, Pulaski County, Arkansas.
