Other Matters ENFORCEMENT ISSUES: There are no enforcement issues as of this time. Commissioner Wiedower commented that the house at 1410 Rock Street did not get a COA for the handicap ramp. Staff did not know when the ramp was built, it was after 1988, the date of the last survey. PRESERVATION PLAN UPDATE: Edits were sent to Phil Thomason earlier that day. Staff will print and distribute a copy of the preservation plan to the Commissioners by the end of the week. Mr. Thomason will make the presentation to the Commission at the September meeting. If edits are to be made, Mr. Minyard would prefer to get those tonight. lion° continued that he was not going to make a presentation to the commission tonight; he was listening for comments from the commissioners. 4�6 Commissioner Wiedower said that in the back of the plan, he discussed planning issues. Is Staff reviewing it? Mr. Minyard comments that four members of Staff have reviewed it and that edits have been made to it. He continued that with it being a plan, we agree with the recommendations. Some of the items, we see that a change will be made, but some we do not see a change being made in the near future. She asked about the timeline and how it will be adopted. She asked which items will need to go to the board and which can be handed by the HDC. He asked the Commission to rank the goals and objectives on page 112 — 115. Commissioner Wiedower asked Staff to request from AHPP a copy of all nominations of all Districts to place on the web. Commissioner Wiedower asked Staff to get a copy of the state study for economic benefit for historic preservation. The study was done in 2006, which was before the state income tax credit for rehabilitation of historic structures. She asked if CLG money could be spent to do a study just for Little Rock. She listed sources for information that was listed in the report. Chairman Peters expressed that to get a number on heritage tourism was very difficult. Commissioner Wiedower continued on the necessity of surveying areas with reconnaissance surveys. Did he speak with the State on this and can CLG money b n used for these reconnaissance surveys. Mr. Minyard responded that he had spok with Boyd Maher at AHPP and for the state to get something useable, 4-waT four or five items of information with a front facade photo. Mr. Minyard continued that it was his theory (not necessarily the Department's position) that volunteers could be trained to do this work with their digital cameras. The neighborhoods will need to go through this step in order to get a full-scale survey done that would lead to a National Register V)X_ district. This could be done with volunteer labor. Areas could be further defined to determine areas for full blown traditional surveys. Subject: Proposed Residence at llth and Rock Mr. Minyard, I spoke with Eve in your offices about a week ago concerning property that I have made an offer on at the corner of llth and Rock. It is currently a vacant lot (where a grocery store used to be) with an 1890's blacksmith shop on one end. The seller and I have agreed on the price, but the sell is contingent upon approval of the proposed building that I'd like to build on the vacant land. I have read the Guidelines for New Construction in the MacArthur Park Historic District and am hopeful that what I'd like to build there meets those guidelines. I have a local architecture firm drafting plans for the new residence which will be in the 19th century commercial style and we are hurrying to spec out exterior materials so that I can turn them in by this Friday's deadline. My question of you is... Do you think it would be possible for me to submit my proposed plans and get some feedback from the committee at the November 9th meeting? It would be helpful to get some informal feedback as to if my proposed plans are even close to what would be appropriate. If they aren't close, then I won't tie up the property for the seller and they can re -list it. Thanks in advance for your help. Adam Melton 519-6803 2 There was a discussion on the City Board presentation of the Historic Preservation Plan by Phil Thomason and having him 0 focus on the goals and objectives during the presentation and less on the history of preservation in Little Rock and very little on the history of Little Rock in general. Commissioner Wood requested that he put an economic face on the presentation (money). Commissioner Wiedower would like to have him mention# the increa ' the size of the commission and to have a historic preservation seat on the Landbank Commission. LA6 VtL4 WORK PLAN This item was not addressed at this hearing. CITIZEN COMMUNICATION No citizens were present for the Citizen Communication. Commissioner Ripley asked if the Commission was adequately prepared to judge scale, mass, etc according to the guidelines. Does changing the style, start to design the building and does it establish precedence? Should a mini -workshop be held to inform the commission? A discussion ensued with no resolution on the issue. Ms. Weldon warned the Commission that they were discussing the item at 15th and Rock and the meeting was adjourned. Adjournment There was a motion to adjourn by Commissioner Wiedower.
