Yes, I can meet on Feb. 5. Since the 12th will be the all -day (at least proposed all day) statewide plus
legislative session, a different day would probably be better. Will we still be able to meet legal
notification requirements?
Also, is the date of the retreat cleared and acceptable on Tony's calendar?

I hope that I have not overstepped my boundaries, but they need 2 signs for their COA. they will be in town this weekend,
but we are closed on Monday. I suggested I get the signs to you and the two of you could work out a way for her to pick up
the signs at your house.
I hope this is not an inconvenience to you. I cannot enter the chain link fence that surrounds the property. Let me know if
this is okay. Worst case, could you leave them on your porch for them? I will deliver them to you house tomorrow about
10:30 am (and leave them on the porch).

Subject: meeting on February 5th
Yes, we have met legal requirements to hold the meeting on Feb 5th.
The subject is the demolition of the burned structure at 1020 Rock Street. They asked to be heard earlier than the 2/12/07
meeting, and this is the best we could do.
Please be there at 4:30 for the agenda meeting.
We will basically be moving all of our business from 2/12/07 meeting to 2/5/07. This way, we will not be meeting two
weeks in a row.
Debra, can you check our bylaws and tell us how to move this meeting.

Certification by the city building inspector or other "city" agent that demolition of a structure is necessary for public safety
reasons is one of the exemptions to the COA requirement. When Mrs. Core requested an administrative process, her only
basis was the opinion of her private engineer.
Before pursuing this as a possibility, please note the wording of the exemption. Section 23-131(1). The building
inspector's certification must specify whether construction, reconstruction, alteration, restoration, or demolition is required
due to the unsafe or dangerous condition. If the building inspector determines that the entire building must be demolished
(i.e., that no part of it is safe or salvageable), then a demolition permit can be issued for the entire structure by the City
without HDC approval. Similarly, a building permit for reconstruction can be issued for public safety reasons without a
COA. The historic preservation public may question why the public safety issues were not identified earlier? Or perhaps
the structure becomes increasingly unsafe the longer it stands?

Does the Fire Marshall and the Building Inspectors determination of the building being unsafe supercede the requirements
for a COA from the HDC? Do you know of any life health safety issue that would permit staff to issue a demolition permit?
