Dear Members of the Planning Commission,
Please accept this email as my formal written comment regarding the proposed annexation of
approximately 783 acres into the City of Little Rock and the concurrent request for I-3 Heavy
Industrial zoning designation. I have significant concerns and questions that I believe must be
thoroughly addressed before any approvals are granted. I respectfully request that the Planning
Commission carefully consider the following points:
1. Zoning & Disclosure Concerns:
I am deeply concerned by the lack of full disclosure regarding one of the corporations intending
to develop this property. The simultaneous request for annexation and I-3 zoning, coupled with
known plans for a 330,000 sq ft data center, strongly suggests a predetermined outcome is being
pursued without adequate public scrutiny. The Planning Commission should demand full
transparency regarding the applicant’s identity and detailed development plans before
considering this request. Approving a broad I-3 zoning designation before knowing the specific
intended uses is irresponsible and undermines the public’s interest.
2. Financial Impact Analysis:

What is the projected financial impact of this annexation and data center development on the
City of Little Rock and particularly, the residents in areas surrounding the proposed annexed
land over the next 20 years regarding increased tax revenues and demands on public services?
I’d like to request a detailed breakdown of these projections, including sensitivity analysis based
on varying occupancy rates and economic conditions.
3. Environmental Impact Assessment:
Has a comprehensive Environmental Impact Study (EIS) been conducted to assess the potential
impacts of the proposed data center (and any other potential I-3 uses) to include: electromagnetic
field (EMF) exposure, degradation of local water resources (Fourche Bayou), air quality health
risks, noise pollution concerns/disturbances, and harm to existing/remaining agricultural
ecosystem? Specifically, I’m requesting detailed information regarding what mitigation
strategies are planned to address any identified negative impacts, and what performance metrics
will be used to ensure their effectiveness.
4. Water Resource Sustainability:
Considering the significant projected water usage of a data center the size of the one set to be
built on the land, what detailed analysis has been performed on the long-term capacity and
sustainability of the local water supply? Furthermore, what contingency plans are in place to
address potential water shortages during periods of drought or peak demand?
5. Community Impact & Mitigation:
Beyond the potential for increased tax revenue, what direct and tangible benefits will this project
provide to existing residents? What plans are in place to mitigate construction-related
disruptions (noise, traffic, dust, road closures, etc.) and ensure minimal inconvenience to
residents? Will any compensation or incentives be offered to residents directly impacted by the
construction phases, such as noise mitigation measures or access to any community
improvements funded by the project?
I urge the Planning Commission to prioritize a thorough and transparent review of these critical
issues. The lack of transparency surrounding this proposal is deeply troubling, and I believe a
complete understanding of all factors with periodic updates to the community is essential to
ensure responsible development that benefits the affected community, rather than prioritizing
private corporation and public sector gains and interests.
