On behalf of the Little Rock Historic District Commission (LRHDC), I am writing to notify you
that your properties in the 900 block of Scott were inspected by the LRHDC. The issue is that
the driveways at 904, 908 and 920 Scott Street and the parking lot on the southwest comer of 9th
and Scott were covered with asphalt, which is not recommended in the guidelines for the
MacArthur Park Historic District; as such, there are established procedures for the change of
materials and without prior approval from the LRHDC.
You are requested to appear in person before the five -member LRHDC for it to consider an
application for a Certificate of Appropriateness for the asphalting of the designated areas. While
the work has already been executed, your request will be an "after -the -fact" application. Some of
the items that the commission will consider are the driveways as they are viewed from the street,
the asphalting of the parking lot (and its required landscaping) and the new entrance for the lot
that enters Scott (there is no curb cut, which also has to be approved). A copy of the application
form is enclosed for your completion and submittal. You may have someone represent your
request before the LRHDC, but your presence at the meeting is encouraged.
The LRHDC appreciates your hard work and investment in the historic district, but it is
committed to upholding the ordinance and design guidelines for the district. If your have any
questions regarding your appearance before the LRHDC, the application process or other details
to be considered, you may reach me at 244-5420. Please mark your calendar for Thursday, 3
February 2000, at 5:00 p.m. in City Hall, the second floor's Sister Cities Conference Room.
