COA REQUEST: Rehabilitate structure's interior and exterior
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The applicant bought
the house in June 1998 and currently resides there. Staff was contacted by the owner
about district and COA procedures, design guidelines, scope of work, requirements,
etc. Before the recent purchase, the house was vacant for a couple of years and had
served as a single family house. With the exception of two structures, the entire block
is single-family and owner -occupied. The subject property is located north of 1-630 and
is sited on the southwest corner of Rock and 10th streets. It is the block's oldest
structure, circa 1880s but is listed as non-contributing due to its artificial siding.
Previous alterations were accomplished in an unsympathetic fashion, such as window
configuration and installation, concrete porch, siding and structural additions. It is the
applicant's intention to do the following rehabilitation work, as itemized: reroofing,
repairs to structural addition (walls, dormer, roof); window replacement (east and north)
with more appropriate style; front porch & step railing and eventually to replace the
existing concrete with a wooden porch; installation of storm windows for energy -
efficiency and security purposes; removal of artificial siding; and demolition of
outbuilding. Some of the listed work is slated for long-range and other is more
immediate, such as roof repair, etc.
NEIGHBORHOOD IMPACT AND REACTION: None to date.
STAFF RECOMMENDATION: It is the recommendation of staff that the project be
approved with the following conditions:
♦ that a building permit be obtained and all work meet city code and regulations
♦ repair rather than replacement be the preferred approach to particular aspects
of the rehabilitation (according to the Secretary of Interior's guidelines)
♦ if new material is used, it will be sympathetic to the structure's architecture
i.e., Bragg Cottage on Scott for windows
♦ storm windows will be baked aluminum
♦ should the scope of work change, other than what is submitted, staff and the
LRHDC will be notified, consulted and appropriate actions taken
