Dear Charles:
I am writing to express my serious concern about the property
at 1008 Rock Street, next to Baer House. That property has fal-
len into such disrepair that it detracts from all other property
on the block. The house is unsightly and a safety hazard. The
yard too is a mess.
I urge you to ask the City of Little Rock to take action
against the property owner. Neglect undercuts property values
and stands passively in the way of an improved neighborhood. It
seems quite unfair that we invest money in restorations aimed at
bringing downtown neighborhoods back to life and that the City
sits idly on the sidelines --negligence answering negligence.
The bottom line is simple. For want of a little action,
property values decline, sales are made difficult, and a beauti-
ful neighborhood stagnates.
